
The social housing area serving workers and laborers of enterprises in Song Khoai Industrial Park in Dong Mai Ward, invested by Jinko Solar Vietnam Industrial Co., Ltd., is the first social housing project in the province to be put into use from June 2024. The project has 412 apartments with synchronous facilities to meet the needs of eating, living and working for nearly 1,300 workers, laborers and experts.
In addition to the above project, the province currently has 17 social housing projects under implementation, of which 5 projects have been started, invested in construction, and formed social housing apartments. It can be mentioned as the social housing project in the residential area of Ngan Ban hill in Ha Lam ward by the Joint Venture of Investment Consulting Joint Stock Company talent main Toan Bridge and Labour Joint Stock Company Investment and Development home number six Hanoi is the investor with a scale of 790 apartments. The investor has completed the entire project. The project has nearly 420 households living stably. Currently, the investor is handing over the remaining apartments to the households and issuing ownership certificates to the households living there in October 2025.
The social housing project for workers and experts at Dong Mai Industrial Park, Dong Mai Ward with a scale of 735 apartments invested by Viglacera Corporation, has completed 380/715 apartments to date, low-rise apartments are under construction. The investor is carrying out procedures to start construction of about 335/715 remaining apartments by the end of the fourth quarter of 2025.
The social housing project for workers in Hai Ha Seaport Industrial Park, Quang Ha Commune, Phase 1, invested by Hai Ha Industrial Park Vietnam Co., Ltd. with a scale of about 690 social housing units, was started in the third quarter of 2025. Along with that, the Sunhome social housing project in Van Don special economic zone with a scale of 400 apartments, has now completed an apartment building with a scale of 100 apartments.

The social housing project on the 20% land fund of the urban area project in Cao Xanh ward, phase 1 of FLC Group Joint Stock Company has a scale of 765 social housing units. Up to now, the project has completed the rough construction of 468 units. Currently, the investor is implementing the construction of the remaining buildings in the project with about 510 units, expected to be completed by the end of 2025, handing over the houses in the first quarter of 2026.
In addition, the province currently has 8 social housing projects with 13,564 apartments. is completing investment procedures to start construction in the coming time. The Department of Construction is presiding over and coordinating with the Department of Agriculture and Environment and communes, wards and special zones in the province to review information related to social housing projects included in the development plan for the period 2021-2025 of 26 locations with about 33,178 apartments as a basis for reporting to the Provincial People's Committee to implement the announcement of project information to ensure compliance with regulations . This is an important basis for attracting, selecting and assigning project investors .
Along with the implementation of social housing projects, banks have actively participated in creating conditions for workers, laborers, and low-income people to access preferential loans. In particular, the Bank for Social Policies, Quang Ninh branch, has disbursed loans to 215 people with a total amount of 136.5 billion VND. Implementing the direction of the Central and the province, the bank is reviewing, disseminating, and publicly adjusting the interest rate for social housing loans from 6.6%/year to 5.4%/year from October 10, 2025. This is an important driving force to help workers, laborers, and low-income people access preferential loans, reduce financial burdens, and stabilize their lives.
Notably, Decree No. 261/2025/ND-CP of the Government amends and supplements a number of articles of Decree 100/2024/ND-CP on development and management housing social and Decree 192/2025/ND-CP detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 of the National Assembly was issued on October 10, 2025. If the applicant is married according to the law, the applicant and his/her spouse must have a total average monthly income of no more than 40 million VND calculated according to the salary and wage table confirmed by the agency, unit or enterprise where the applicant works.

Thus, this decree has adjusted the conditions in the direction of increasing the income level to buy or hire-purchase social housing, which will create conditions to expand the subjects who can access to buy or hire-purchase social housing, meeting the needs of workers, laborers, and low-income people, ensuring settlement and employment.
