The provincial National Assembly delegation worked with the Department of Ethnic Minorities and Religions before the 10th National Assembly session.

Continuing the working program on contents related to the 10th session of the 15th National Assembly, on the afternoon of October 15, comrade Ma Thi Thuy, member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, had a working session with the Provincial Department of Ethnic Minorities and Religions.

Attending the meeting were representatives of the Provincial People's Council Committees and relevant departments and branches.

At the working session, Deputy Head of the National Assembly Delegation of the province, Ma Thi Thuy, informed delegates about a number of important contents expected to be considered and approved at the 10th session of the 15th National Assembly .

Leaders of the Department of Ethnic Minorities and Religions of the province reported on the results of implementing a number of ethnic tasks and ethnic policies in Tuyen Quang province in the past time. During the implementation process, many component projects achieved positive results. However, the Department also frankly pointed out a number of shortcomings and difficulties.

The Department of Ethnic Minorities and Religions of the province proposed to the National Assembly Delegation to request the National Assembly and the Government to allow localities to extend the disbursement of capital for the Target Program until the end of 2026. It is proposed that the National Assembly and the Government consider amending, supplementing or replacing Decree No. 27/2022/ND-CP dated April 19, 2022 regulating the mechanism for management and organization of implementation of national target programs; Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government on amending and supplementing a number of articles of Decree No. 27/2022/ND-CP dated April 19, 2022 of the Government regulating the mechanism for management and organization of implementation of national target programs in accordance with the two-level local government model.

It is recommended that the Central Government promptly study and promulgate the orientation content of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2030 period so that localities can promptly implement it; have policies to attract and provide special incentives for civil servants working in disadvantaged, border, and mountainous areas to encourage long-term commitment...

The Department of Ethnic Minorities and Religions of the province also proposed that the Provincial People's Council consider and approve a resolution stipulating principles, criteria, and norms for allocating state budget capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in Tuyen Quang province for the period 2021 - 2030, phase I: From 2021 to 2025 in Tuyen Quang province....

In her concluding remarks, Deputy Head of the National Assembly Delegation of the province, Ma Thi Thuy, acknowledged and highly appreciated the opinions, especially the difficulties in implementing the national target program, disbursement progress, human resources, etc. She requested the Department to continue to proactively review and correctly assess people's needs so that the policy implementation is "accurate" and "correct" to the subjects; strengthen coordination with relevant units to promptly remove obstacles; and at the same time, recommend that the Central Government continue to pay attention to allocating sufficient and timely resources, simplifying administrative procedures, and allowing flexible mechanisms for localities to be more proactive in organizing implementation.

The recommendations and proposals will be compiled by the Provincial Delegation of National Assembly Deputies and reported to the National Assembly, the National Assembly Standing Committee and the Government for consideration and direction, in order to contribute to improving the effectiveness of implementing the National Target Programs in the coming period.
