According to the report of the Department of Finance, the estimated State Budget revenue in the area in 2025 assigned by the Provincial People's Committee is 8,778 billion VND, of which: Domestic revenue is 8,518 billion VND, revenue from import and export activities is 260 billion VND. Estimated State Budget revenue in the area in 2025 is 7,089.5 billion VND, reaching 80.8% of the estimate. The total additional central budget funding to pay for regimes and policies for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government is over 2,628 billion VND.

The disbursement of the 2025 public investment plan by the end of October 8 was 4,995/8,944 billion VND, reaching 55.8% of the plan. Of which, the disbursement of the public investment plan extending from 2024 to 2025 was 633/1,693 billion VND, reaching 37.4% of the assigned capital plan. The disbursement of the 2025 public investment plan was 4,361/7,250 billion VND, reaching 60% of the plan assigned by the Prime Minister at the beginning of the year.

For the implementation of the National Target Programs, the total capital allocated in the planning year is 2,898.12 billion VND, including: The previous year's planned capital allowed to extend the disbursement time according to regulations is 717.88 billion VND, the planned capital assigned by the Prime Minister is 2,180.24 billion VND. The accumulated capital disbursement from the beginning of the year to September 30 reached 946.2/2,898.12 billion VND, equal to 32.6% of the year plan...

At the meeting, the Department of Finance recommended and proposed that central ministries and branches pay attention and promptly advise the Government and the Prime Minister to promptly allocate 3,500 billion VND to increase the central budget revenue in 2023 (the Prime Minister has assigned the medium-term public investment capital plan for the period 2021-2025 but has not yet assigned the capital plan for 2025 for Tuyen Quang province to allocate details for disbursement of construction of Tuyen Quang - Ha Giang Expressway (phase 1), the section through the old Tuyen Quang province is 2,000 billion VND and the section through the old Ha Giang province is 1,500 billion VND).

At the same time, it is proposed that the National Target Program for Sustainable Poverty Reduction be integrated into a component of the National Target Program for New Rural Development for the 2026-2030 period; there be a mechanism for allocating capital sources, based on the support level of the commune and decentralization to localities to self-regulate according to the reality and characteristics of each locality to decide on focused and key investments...

Concluding the working session, Comrade Ly Thi Lan, Member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation, term XV, highly appreciated the preparation work of the Department of Finance. The contents discussed and provided by the Department are an important basis for the Provincial National Assembly Delegation to thoroughly prepare for the 10th Session of the 15th National Assembly. Comrade hoped that the Department of Finance would continue to advise on strategies, closely coordinate with relevant sectors to advise and coordinate programs and projects; focusing on programs, projects, and capital sources of national target programs. At the same time, she requested the Department to pay attention to speeding up the disbursement progress of site clearance for the Ho Chi Minh road section passing through the province; propose a financial management mechanism at the commune level suitable for local authorities at 2 levels; strengthen professional training for commune-level officials; and strive to complete the 8% growth target set for 2025.
