On November 28, the National Assembly discussed in the hall the adjustment of the National Master Plan for the 2021-2030 period, with a vision to 2050.

According to delegate Nguyen Van Canh ( Gia Lai delegation), the planning stipulates a vision to 2050, in which the period 2031 - 2050 strives for an average GDP growth rate of about 7.0 - 7.5%/year. By 2050, GDP per capita at current prices will reach about 38,000 USD; the urbanization rate will reach 70 - 75%; the Human Development Index (HDI) will reach over 0.85. The Human Development Index (HDI) is based on 3 main factors: health, knowledge and living standards.

Delegate Nguyen Van Canh said that social development is aimed at the pursuit of happiness. In the vision to 2050, Vietnam will be a strong, prosperous and happy nation.

He cited that Yen Bai province (old) was the first locality in the country to include the "happiness" criterion in the resolution of the Provincial Party Congress for the 2020-2025 term, aiming to build a "happy province". After that, the happiness index for people increased over the years, contributing to improving the material and spiritual life of the people.

Recently, Hanoi has included the happiness index (HPI) in the documents of the 18th City Party Congress, term 2025-2030, along with the human development index (HDI). This is to affirm that all work, all thoughts, all actions of the Party Committee and the Capital's government are aimed at making people happier...

He emphasized that people's happiness is considered a measure of development and social progress, which has been affirmed in the 13th Party Congress Document and this is a common trend of humanity. Each country can have its own view of what happiness is. However, the world has issued a happiness index and has an annual ranking. Vietnam's happiness index has increased 37 places in the past 5 years.

On November 28, the National Assembly discussed in the hall the adjustment of the National Master Plan for the 2021-2030 period, with a vision to 2050.

"We have a national target program, cultural policies also aim to help each individual be happier but are not directly reflected through economic indicators or the HDI human development index. Therefore, I propose adding the happiness index to the resolution to adjust the National Master Plan right after the HDI index so that when building policies, we need to pay attention to people's happiness," said a delegate from Gia Lai province.

At the same time, the policy should be put into practice to bring happiness to the people and strive to increase Vietnam's happiness index ranking over the years," he recommended.

Mr. Canh proposed to rewrite this content as: "By 2050, GDP per capita at current prices will reach about 38,000 USD; urbanization rate will reach 70% - 75%. Human Development Index (HDI) will reach over 0.85. Vietnam's happiness index ranking will increase steadily in the period 2031-2050".

The delegate also said that he proposed to include the happiness index in the draft documents of the 14th Congress and hoped that the agencies would consider it.

Delegate Nguyen Anh Tri (Hanoi delegation) also proposed to pay attention to and add the "happiness index" to the national master plan. According to the delegate, Vietnam is currently ranked 46/143 countries, up 33 places in the 2020 - 2025 term. Mr. Tri proposed to set a target for the 2026 - 2030 term of increasing by 20 places, reaching position 26.
