Planning is for everyone, every family
Discussing the draft Law on Planning (amended), Vice Chairman of the National Assembly Le Minh Hoan noted that it is necessary to clarify what planning is. Because when implementing the arrangement of administrative boundaries, we have to redo the planning.

Accordingly, planning is a marketing plan of the local image in the future. When looking at it, we can imagine what the locality will be like in 5 years, 10 years, what the economic , cultural and social life will be like. However, we must also plan a flexible space. If the planning is too rigid, every "move" must be adjusted. Meanwhile, the process of adjusting a plan is as long as the planning process.
The Vice Chairman of the National Assembly said that we have shifted from thinking that the law is not only about management, but also about creating new development spaces for society to participate. Thus, when looking at that planning, people see opportunities for investment. Local businesses, cooperatives, and craft villages see space for themselves, which means activating the entire economic space.
“We need ports, airports, large industrial zones, but the local economic “layer” is missing in the planning. This “layer” is small but numerous, called the local economy and even lower is the rural economy. The Vice Chairman of the National Assembly raised the issue and suggested clarifying who the planning is for. We serve the local economy, call for investment, but also ensure that local residents are the beneficiaries, with people at the center.

The Vice President of the National Assembly emphasized that we want big things and rapid development, but planning must be done so that people see opportunities to improve their lives, have space to buy and sell, have space to start a business, have space to change careers. Every person, every member of society sees their image and future in the planning.
"Planning must integrate craft villages, communities, and ethnic groups so that no one is left behind," said the Vice Chairman of the National Assembly, hoping that planning must create new resources, especially the many resources within the people.
Presenting these views, the Vice Chairman of the National Assembly emphasized that planning must be for everyone, every household, avoiding the situation of planning being left in a “drawer”. Planning is the concretization of the dreams of local authorities and people in the future.
Promoting the strengths of each province after the merger
National Assembly Deputy Dang Ngoc Huy (Quang Ngai) agreed with the need to comprehensively amend the Law on Planning and zoning socio-economic development of 34 provinces and cities and soon 6 economic regions; promoting the strengths of each province after the merger and the strengths of each region.

The delegate also noted that national planning, sectoral planning, regional planning, and provincial planning should be issued, but in the recent period, we issued them in reverse, provincial planning first, then sectoral planning, and national master planning, leading to overlap between the plans.
The draft Law has set out principles for handling conflicts between plans. However, delegate Dang Ngoc Huy hopes that it is best to find a way to avoid overlapping and conflicting plans, as handling conflicts between plans is very complicated and takes a lot of time to seek opinions from ministries and branches to resolve.

Also concerned about resolving conflicts between plans, National Assembly member Pham Van Hoa (Dong Thap) said that it is necessary to clarify the relationship between plans, which must be harmonious and coincide with each other. For example, sectoral planning, marine spatial planning, national land planning, and provincial planning must be within the "framework" of the national master plan...
