Minister of Public Security: No country can ensure cyber security on its own

(Dan Tri) - Minister Luong Tam Quang emphasized that cyber security is a global challenge that no country or ministry can protect itself from, requiring close cooperation and synchronous response.

Speaking at the National Assembly's discussion session on the afternoon of November 7 on the draft Law on Cyber ​​Security (amended), Minister of Public Security Luong Tam Quang emphasized: "No country can ensure cyber security on its own."

Cybersecurity today is a global challenge, requiring close cooperation between countries and the participation of all actors - from state agencies to technology businesses and citizens.

Global challenge, requiring immediate action

According to Minister Luong Tam Quang, previously international cooperation activities on cyber security were mainly in the form of seminars, exchanges, and signing of minutes. However, in the context of increasingly sophisticated and cross-border cybercrime, "the nature of cooperation has shifted to practical and immediate action", especially in the fight against cybercrime.

Many attacks involve multiple countries, with targets in one country, servers in another, and victims in a third country. Therefore, sharing evidence, electronic data, and assisting with investigations immediately is a prerequisite.

An important milestone was the formation of the United Nations Convention against Cybercrime ( Hanoi Convention) - the largest multilateral document signed in Hanoi outside the United Nations headquarters, with the participation of 40 countries.

"The convention stipulates that each country must designate a 24/7 contact point, ready to support the investigation and prosecution of cybercrimes and share electronic documents and evidence. The Ministry of Public Security is the focal point of Vietnam to carry out this task," said Minister Luong Tam Quang.

The Ministry of Public Security is the national focal point for cyber security.

According to the Minister, currently "no ministry, locality or enterprise can protect its own cybersecurity".

In the context of strong digital transformation, information systems of state agencies, businesses and organizations no longer operate independently as before.

The Minister of Public Security emphasized that current digital platforms are connected and interconnected to serve transactions, share data and provide services to people and businesses.

This interconnectivity creates operational efficiency but also poses huge risks to network security; if just one system is attacked, the risk of spreading will affect the entire domestic and international network.

The Minister cited that the banking system is always connected to other banks, to people, businesses and the international banking system. If one point is compromised, hackers can exploit it to attack the chain, paralyze or steal data on a large scale.

Therefore, civil information systems must connect to the National Cyber ​​Security Center for monitoring, early warning and immediate handling, protecting the safety of the entire national cyberspace.

The Ministry of Public Security was assigned by the Government to be the focal point and coordinate the National Cyber ​​Security Incident Response Alliance - including ministries, branches, localities and technology enterprises, including specialized technical units.

The Minister said that the Ministry of Public Security has been assigned to build capacity for the National Cyber ​​Security Monitoring Center, establish national technical standards and regulations on cyber security, and guide organizations in ensuring cyber security for important information systems related to national security.

Civil information systems such as banks, trading platforms, and databases are forced to connect to this center to monitor, warn, and handle early signs of attacks, avoiding spreading and causing mass paralysis.

Cybercrime is increasingly complex

According to the Minister, the Penal Code currently stipulates 9 crimes related to acts of direct infringement of network systems. However, in reality, there are many types of crimes that use cyberspace to commit other crimes such as cross-border fraud, financial crimes, economic crimes, requiring international coordination and collection of electronic evidence from other countries.

The judiciary has issued guidelines to handle these acts, ensuring that no criminals are left behind.

The Minister said that the draft Law on Cyber ​​Security has internalized a number of provisions of the Hanoi Convention and will continue to review it based on the principle of assigning the Government to uniformly manage the state on civil cryptography; the Ministry of National Defense to manage according to assignment; the Ministry of Public Security to detail the management of cybersecurity products and services and encryption to protect state secrets; expanding connections and data sharing between systems, promoting digital transformation and socio-economic growth according to Resolution 57.
