Speaking at the ceremony, National Assembly Chairman Tran Thanh Man said that in 2025, the Party Central Committee, the Politburo, and the Secretariat issued many important and historic policies and decisions, marking a new development milestone for the country.
Typical examples are resolutions to carry out the revolution in arranging and streamlining the apparatus and operating the two-level local government; renewing thinking in law making and enforcement; making breakthroughs in developing science, technology, innovation and national digital transformation; developing education, training, healthcare, etc.
The National Assembly Chairman affirmed that Resolution No. 66 demonstrated the Party's political determination in innovating the work of law-making and enforcement, with new thinking, to create a synchronous, feasible and transparent legal system.
The National Assembly Chairman also noted the need to promptly complete the promulgation of legal documents and detailed regulations, creating a favorable, open, transparent, safe legal environment with low compliance costs; thoroughly cutting and simplifying unreasonable investment, business and practice conditions and administrative procedures; promoting innovative startups, improving the investment and business environment, etc.
The National Assembly Chairman suggested focusing on policy communication right from the proposal stage, considering this an important solution to attract attention, comments, criticism, and promote the intelligence of the people and businesses.
The National Assembly Chairman also mentioned the important content of continuing to improve State management capacity, tightening public discipline, enhancing responsibility and professional ethics of officials and civil servants, resolutely eliminating corruption, waste, and negative behaviors...
The National Assembly Chairman requested that all levels and sectors promptly issue detailed regulations and instructions for the implementation of laws and resolutions, avoiding the situation where laws are waiting for decrees and decrees are waiting for circulars; the Ministry of Justice needs to continue promoting the National Legal Portal to serve people and businesses more conveniently and easily, enhance digital transformation, and apply artificial intelligence in propaganda, dissemination and legal education; each cadre, civil servant and public employee in the judiciary and law-making sector must be proactive, active, and self-conscious in studying, researching, learning and complying with the law, spreading it so that each citizen is more proactive in accessing, researching, learning and complying with the law for the legitimate rights of themselves and the community.

Closely follow the needs of people and businesses
Also at the ceremony, the Ministry of Justice launched the official version of the National Legal Portal with 6 new breakthrough features. In particular, the portal is integrated with VNeID, allowing users to log in with electronic identification and track legal content on the digital citizen application; applying artificial intelligence (AI) in operation, legal AI assistant analyzes, summarizes and supports users.
Previously, the trial version of the portal was deployed from the end of May 2025. After only 5 months of trial operation, the system recorded more than 1 million visits, 200,000 questions answered by legal AI and thousands of comments from ministries, branches and localities.
Speaking at the opening ceremony of the Vietnam Law Day, Deputy Prime Minister Ho Quoc Dung emphasized that Vietnam Law Day (November 9) is recognized in the Law on Dissemination and Education of Law.
After more than 12 years of implementation, Vietnam Law Day has increasingly become an important political and legal event of the country, with ministries, agencies, localities and people actively responding and actively participating in many practical and effective activities, suitable for the specific political tasks of each agency, ministry, sector, organization and locality, closely following the needs, rights and legitimate and legal interests of people and businesses.

The organizational model and the way of responding to Vietnam Law Day are increasingly diverse, rich and substantial. The spirit of the rule of law is increasingly spreading and permeating every Party and State agency, mass organization, enterprise and citizen, creating a clear change in the awareness of the whole society about the position and role of the Constitution and law in the cause of socio-economic development, ensuring national defense, political security, social order and safety and the peaceful life of the people.
Deputy Prime Minister Ho Quoc Dung said that Vietnam Law Day is increasingly of special importance, both affirming the position of the rule of law in the rule of law state, educating the awareness of law compliance for all citizens and each subject in society, and contributing to building a legal culture, promoting human values, civic awareness, and respecting discipline, order and freedom within the legal framework in the new situation.
The Deputy Prime Minister also requested delegates and leaders of departments, ministries, branches and localities to study and give opinions on the orientation, tasks and solutions to respond to Vietnam Law Day in the coming time, ensuring it is more substantial and effective, focusing on content innovation and creativity in form, contributing to improving the effectiveness of legal dissemination and education.
The Deputy Prime Minister also requested that agencies of the Party, National Assembly, Government, Vietnam Fatherland Front, ministries, branches, central agencies and localities continue to pay attention to leading, directing, supervising and effectively implementing activities in response to "Vietnam Law Day"; thereby contributing to improving the quality and effectiveness of law-making and enforcement, building a socialist rule-of-law state, bringing the country firmly into a new era - an era of prosperity, civilization, prosperity and happiness.

In order to promptly recognize, commend, motivate and encourage collectives and individuals in central and local departments, ministries, agencies and organizations to achieve outstanding achievements in law-making and enforcement in the 2024-2025 period, the Prime Minister issued Decision No. 2450/QD-TTg dated November 6, 2025 to award Certificates of Merit to 13 outstanding collectives and individuals. Politburo member, Chairman of the National Assembly Tran Thanh Man; Deputy Prime Minister, Chairman of the Central Council for Coordinating Law Dissemination and Education Ho Quoc Dung presented Certificates of Merit and flowers from the Prime Minister to collectives and individuals. The program also honored "Glorious Law Models of 2025" with 55 outstanding individuals.
At the Ceremony to respond to Vietnam Law Day, the Ministry of Justice launched the official version of the National Law Portal at phapluat.gov.vn - a shared digital platform built and operated by the Ministry of Justice with the support of FPT Group, aiming at the goal of "Accompanying people and businesses into the new era", meeting the requirements of institutional reform, promoting the building of a rule-of-law State, realizing the spirit of the Politburo's key Resolutions.
The official launch of the National Legal Portal affirms the determination of the Ministry of Justice and the Government in institutional reform, serving people and businesses, and creating a modern, transparent, internationally integrated governance platform, building a rule-of-law State in the digital age.
