Implementing the Government's Project to Support Women in Starting a Business for the 2026 - 2035 Period

On the morning of November 30, comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee attended and chaired the Conference to summarize the Project "Supporting women to start businesses in the period 2017-2025"; deploy the Government's Project "Supporting women to start businesses in the period 2026-2035" and commend typical cooperatives managed by women in 2025 at the Tuyen Quang province bridge.

The conference was organized by the Central Committee of the Vietnam Women's Union (VWU) in both direct and online formats, connecting from the central point to provincial and commune-level points nationwide. Prime Minister Pham Minh Chinh attended and delivered a speech at the central point. Comrade Nguyen Thi Tuyen, member of the Party Central Committee and President of the VWU, chaired the conference.

Project 939 has had a profound impact, exceeding many targets.

Based on the proposal of the Vietnam Women's Union, the Prime Minister approved the Project "Supporting women to start a business in the period of 2017-2025" in Decision No. 939/QD-TTg dated June 30, 2017 (referred to as Project 939) to change awareness, arouse the entrepreneurial spirit, promote the development of enterprises, cooperatives, and business households of women; at the same time, contribute to perfecting policies and implementing the goal of gender equality in the economic field.

The Vietnam Women's Union was assigned to take the lead in developing the plan, providing guidance to all levels of the Union and coordinating with ministries, branches and localities to organize the implementation. Accordingly, 100% of provinces and cities have issued a master plan and integrated the content of supporting women to start a business with poverty reduction programs and new rural development. Notably, the total budget for implementing the Project in the 2017-2025 period reached nearly 655 billion VND from the central, local and socialized budgets.

The targets all exceeded the set targets: 100% of the Association's full-time staff had their awareness and skills raised in supporting start-ups (7.4% higher); 84.8% of members were informed about jobs and start-ups (121.1% higher); 118,533 women were supported to start their own businesses and start-ups (593% higher); 1,666 new cooperatives and more than 6,000 cooperative groups managed by women were established (665% higher); 130,000 newly established women's businesses were consulted and supported (130%). The project also had a clear impact on the growth of women's businesses and nearly 2,000 women-run cooperatives; promoted job creation for female workers, supported disadvantaged women, applied technology and developed cooperative economic models.

The “Women Entrepreneurship” competition became the highlight of the Project, attracting 41,568 proposals and ideas. Through the rounds, 187 outstanding projects were awarded prizes and supported with a total budget of more than 35 billion VND....

Project 939 not only brings economic efficiency but also contributes to affirming the economic power and role of women in socio-economic development; promoting the formation of a female startup ecosystem through many practical models such as female entrepreneurs' associations, startup incubators, and creative startup support offices.

Focus on implementing 6 key solution groups for the period 2026 - 2035

Based on the outstanding results of Project 939, on October 31, 2025, the Prime Minister signed Decision No. 2415/QD-TTg approving the Project "Supporting Women in Entrepreneurship for the 2026-2035 Period" (referred to as Project 2415). The Project aims to continue raising women's awareness of entrepreneurship and innovation; promoting the development of women-owned enterprises and cooperatives and perfecting the ecosystem to support entrepreneurship.

Project 2415 has clearly identified 6 main groups of solutions: Propagating and inspiring the spirit of entrepreneurship, organizing competitions, forums, and honoring good business women; Developing a startup ecosystem through connecting a network of consultants, experts, and large accompanying enterprises; Supporting sustainable business, digital transformation, including skills training, brand support, trade promotion, and technology application; Improving the capacity of all levels of the Association through training staff, developing a team of experts and startup consultants; Perfecting policies, strengthening consultation, supervision, and social criticism of policies related to women startups; International cooperation and resource mobilization, including finding green capital sources, international funding sources, and promoting socialization.

At the conference, delegates focused on evaluating the results and lessons learned, and pointed out difficulties and obstacles in implementing Project 939. At the same time, they proposed solutions to effectively implement Project 2415 in the coming time.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts of the Vietnam Women's Union and localities in implementing Project 939 for the 2017-2025 period. At the same time, he commended cooperative and business models managed by women that have become bright spots in community economic development, creating jobs and sustainable livelihoods for female workers, especially disadvantaged women in remote and isolated areas.

The Prime Minister emphasized: Vietnamese women are always an important force, constantly striving in labor, creativity, entrepreneurship, and actively contributing to the country's development. Women's entrepreneurship models have proven to be resilient, flexible, adaptable, and rich in humanity.

The Prime Minister requested ministries, branches and localities to continue to pay attention to and create favorable conditions in terms of mechanisms, resources and policies on equal access to resources (land, finance, etc.) so that women with aspirations to start a business can receive proper and accurate support, in the context of digital transformation, green economy and sustainable development.

On this occasion, the Central Executive Committee of the Vietnam Women's Union awarded Certificates of Merit to 61 collectives and 84 individuals with outstanding achievements in implementing the Project "Supporting women to start businesses in the period 2017-2025"; awarded Certificates of Merit to 50 collectives for their outstanding achievements in implementing the Project "Supporting cooperatives managed by women, creating jobs for female workers by 2030" in 2025.
