Removing obstacles to irrigation projects

Many irrigation projects invested in the province are facing many difficulties in land acquisition, compensation, and site clearance, requiring urgent implementation of coordinated solutions to resolve them and speed up construction progress and completion.

Irrigation projects need to speed up compensation and site clearance progress.

Low disbursement rate

By early October 2025, the Da Lay and Da Si canal system project in Da Teh, Cat Tien and Cat Tien 3 communes had only disbursed 0.93% of the 2025 capital plan. This is a level IV project belonging to group B project, with a total investment of more than 565.3 billion VND. Of which, the cost of site clearance is nearly 146.2 billion VND, the construction cost is more than 419.1 billion VND. The implementation period is 2020 - 2026. Due to the lack of approval of the task plan for cost estimates and land surveying, the project has not been able to deploy cadastral maps as well as register and issue certificates of land use rights, ownership of assets attached to land and land information system to serve compensation and site clearance work.

At the Nam Xuan Lake Project, Dak Sak Commune, there are currently 15 households that have not received 2.5 billion VND in compensation to hand over the construction site on an area of ​​1.26 hectares. According to the plan for 2025, the entire construction will be completed and the project will end. However, up to now, the project has only implemented nearly 25.5 billion VND, the remaining capital according to the demand of 14.2 billion VND has not been arranged. The disbursement rate has only reached 35% of the planned capital for 2025.

Similarly, the Dak Giang Lake project, Dak Mil commune and Cu Jut commune have only disbursed 58 billion VND, equivalent to 22% of the capital plan for 2025. Due to slow compensation and site clearance, up to now, the project has only handed over about 50% of the head area including: left shoulder earth dam, water intake culvert and about 150/740 m of flood spillway, causing many difficulties in organizing construction. In addition, the scarce supply of materials, high material prices and the weather in the head construction area in the rainy season have also greatly affected the construction progress and the capital disbursement plan for 2025 as planned.

With the Song Luy Lake Project, Song Luy Commune, the cumulative disbursement from the beginning of 2025 to date is more than 35.3 billion VND, reaching more than 29.4% of the plan. Implementing compensation and site clearance work, the project identified problems for 331 households on a total area of ​​more than 33.2 hectares. Meanwhile, disbursement is very difficult due to lengthy compensation procedures such as: specific land prices, public posting for 30 days, and issuance of compensation decisions for 90 days. To achieve the goal of providing irrigation water for 21,500 hectares of agricultural land, of which proactive and stable irrigation is 8,956 hectares; additional irrigation is 12,000 hectares; and source creation is 544 hectares, the Song Luy Lake Project with a total investment of 551 billion VND continues to develop and implement a disbursement plan for each week and each month to complete the entire project according to the contract schedule.

Building land compensation and clearance prices

To ensure the construction progress and disbursement of capital for the Dak Giang Lake and Nam Xuan Lake Project, relevant units need to promptly complete and arrange personnel to complete the procedures for submitting appraisal and approval of compensation, support and resettlement plans to speed up site clearance progress according to regulations.

In addition, the local government and political organizations coordinate with the investor to continue to mobilize people to agree to receive compensation and clearance money to hand over the site as planned. At the same time, urge the contractor to implement in accordance with actual conditions; make the most of favorable weather to construct on the existing site, ensuring the project is completed as planned.

In particular, for the Da Lay and Da Si Lake Project, the Construction Investment Project Management Board continues to coordinate with the Provincial Land Fund Development Center and local authorities to organize on-site inventory, as a basis for building specific land prices to develop a more effective compensation and site clearance plan.
