The Department of Agriculture and Environment of Hai Phong proposed that the city prioritize public investment in the 2026 - 2030 period for irrigation works, dykes, and reservoirs to adapt to climate change.

On the morning of October 15, comrade Nguyen Trong Tue, member of the City Party Committee, Head of the Economic - Budget Committee of the City People's Council chaired a meeting with the Department of Agriculture and Environment on the results of implementing public investment projects in the period of 2021 - 2025 and proposed a public investment plan for the period of 2026 - 2030.

According to the report of the Department of Agriculture and Environment, in the period of 2021 - 2025, the agricultural sector has 78 public investment projects with a total capital of more than 6,000 billion VND. As of September 2025, the disbursement rate compared to the capital plan reached 85.5%.

The environmental sector has 3 projects using public investment capital.

The new rural construction program, public investment capital for the health and education sectors is more than 2,370 billion VND.

In the period of 2026 - 2030, the Department of Agriculture and Environment proposed a public investment capital demand of more than 50,000 billion VND. Of which, the capital transferred from the period of 2021 - 2025 is more than 4,834 billion VND; the local budget public investment capital in the period of 2026 - 2030 is more than 40,480 billion VND and the central budget capital for 8 projects with a total cost of 4,697 billion VND...

The Department of Agriculture and Environment proposed that the city prioritize public investment capital for irrigation works, dykes, reservoirs, and drainage, especially in rural areas, disadvantaged areas, and areas often affected by natural disasters in the medium-term and long-term public investment plan; focusing on key, urgent, and inter-regional projects. The reason is that many works have degraded, and their ability to meet the requirements of natural disaster prevention is limited.

Project investment is closely linked to regional planning, urban development planning and irrigation planning, ensuring consistency and sustainable development. The city has solutions to improve planning and projects to ensure they are close to reality, have a long-term vision, and avoid scattered and ineffective investment.

Receiving the proposals and recommendations of the Department of Agriculture and Environment and through the discussion of delegates at the meeting, comrade Nguyen Trong Tue, Head of the Economic - Budget Committee of the City People's Council, proposed that the industry focus on solutions to further accelerate the progress of implementing tasks, works and projects allocated public investment capital for the period 2021 - 2025.

For public investment needs in the 2026 - 2030 period, the Department continues to coordinate with the Department of Finance to review and assess the urgency of projects and works and propose investments in order of priority to arrange reasonable capital phases to ensure feasibility.

The Department reviews the planning, licensing, and bidding work for mining to solve difficulties in supply and prices of construction materials, and remove bottlenecks for public investment projects of the industry in particular and the city in general.
