According to the report, by the end of October 14, the whole country had only disbursed about 18.7% of the foreign investment capital plan, equivalent to more than 4,372 billion VND. Currently, there are still 5 ministries, branches and localities that have not disbursed this capital source. It is expected that by the end of October, the disbursement rate will reach about 20%, much lower than the plan. Meanwhile, the capital source in 2024, extended to 2025, has only disbursed about 8%.
In his speech, Deputy Minister of Finance Tran Quoc Phuong emphasized: In the public investment structure, foreign direct investment (ODA) plays an important role, contributing to promoting socio-economic growth. The set goal is to strive to disburse 100% of the assigned capital plan, but this is a very heavy task, requiring ministries, branches and localities to be more proactive and decisive in removing difficulties and speeding up disbursement progress. The reason for slow ODA disbursement is determined to be that although some projects have been allocated capital and completed investment procedures, implementation is slow; many projects have to adjust investment policies, loan agreements or capital plans; at the same time, changes in administrative organization - consolidation and conversion of the two-level government model in some localities also affect the implementation progress.
At the Conference, representatives of ministries, branches and 31 provinces and centrally-run cities discussed and pointed out difficulties, problems, causes and proposed solutions to promote the disbursement of public investment capital from foreign sources, contributing to the successful implementation of the country's socio -economic development goals.
