The North-South Expressway Construction Investment Project, West section, Gia Nghia - Chon Thanh, Lam Dong province, has a length of about 23.1 km. The total clearance area is about 196.9 hectares, located in Kien Duc and Quang Tin communes. This project is invested by the Construction Investment Project Management Board No. 3 (Board 3).

According to the report, the People's Committees of Kien Duc and Quang Tin communes have issued a land recovery plan; organized public meetings to propagate, disseminate, receive opinions related to land recovery, and develop compensation, support, and resettlement plans before issuing a notice of land recovery to implement the project...

During this time, the relevant parties are also trying to simultaneously implement many tasks such as: appraising and approving specific land prices; appraising and approving site clearance and resettlement plans...

Mr. Nguyen Quang Tu - Secretary of Kien Duc Commune Party Committee said that the expressway section passing through the locality is about 6.5 km, the area that needs to be cleared is about 113 hectares. The Commune Party Committee focused on directing the acceleration of related work to serve the project's progress. In particular, the locality has handed over the project's land valuation dossier to the investor and the organization in charge of compensation and site clearance, organized the preparation of compensation plans and posted them according to the provisions of law.

According to the report of Board 3, for component project 2, there are 3 construction packages. Up to now, 1 construction package has selected a contractor and organized a groundbreaking ceremony on April 28, 2025; the remaining 2 construction packages have organized the first bidding but have not selected a contractor. Currently, Board 3 is continuing to select a contractor in the fourth quarter of 2025. In 2025, the project has been allocated 72.5/338 billion VND (reaching 21.45% of the capital plan) and by November 25, the investor has disbursed 14.574/72.5 billion VND (reaching 20.1%).

As for component project 4, the Lam Dong Provincial People's Committee approved the Feasibility Study Report in Decision No. 1546/QD-UBND dated October 3, 2025. Currently, Board 3 has completed the design documents for construction drawings - cost estimates for the relocation of technical infrastructure and resettlement areas and has submitted them to the Department of Construction for appraisal, approval and implementation of site clearance work according to plan. The project was allocated 217.5/662 billion VND (reaching 32.9% of the capital plan) and the investor has disbursed 2.676/217.5 billion VND, reaching 1.2%, up 0.8% compared to October 20.

Speaking at the meeting on promoting the disbursement of public investment capital in the Western region on November 25, comrade Le Trong Yen - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested investors, consulting units, and localities to be more resolute, determined, and make the greatest possible effort to speed up the progress of the Gia Nghia - Chon Thanh Expressway project. Because this is not simply a matter of disbursing investment capital but has a greater effect on promoting the general socio-economic development of the province and the region in the new development period of 2026 - 2030.
