According to the report, An Thang ward has 10 public schools (3 kindergartens, 4 primary schools, 3 secondary schools) with 168 classes and 5,429 students. The whole ward has 4/10 schools meeting level 1 standards; 6/10 schools meeting level 2 standards. However, up to now, there are 3 schools that have expired for re-recognition and 1 school that is due for recognition.
The total number of assigned positions is 324 positions and 22 contracts according to Decree No. 111/2022/ND-CP. For secondary school level, to conduct 2 sessions/day of teaching (from grade 6 to grade 9), there is a shortage of 22 classrooms. In addition, at primary and secondary school levels, there is a shortage of classrooms for Music, Fine Arts, Information Technology, Foreign Languages, Science and Technology, multi-function rooms, etc.
An Thang Ward requested the city to consider and provide funding for repairing and building new school facilities and purchasing teaching equipment, which is nearly 65 billion VND.
Meanwhile, Dien Ban Dong Ward has 17 public kindergartens, primary schools, and secondary schools with 394 classes and 13,678 students. The total number of staff assigned is 728, and the professional contract according to Decree 111/2022/ND-CP is 64 people. The whole ward is currently 102 staff short of the assigned target.
The number of missing classrooms is 31, the number of missing functional rooms is 86 (50 functional rooms, 7 multi-purpose rooms, 10 multi-purpose houses, 2 meeting rooms, 12 equipment rooms, 5 other rooms). 13 schools that have expired or are past the national standard have been inspected many times but are not eligible for re-recognition due to degraded facilities, lack of subject rooms, multi-purpose houses, etc.
Dien Ban Dong Ward urgently requests to supplement 102/728 assigned positions or consider a long-term, stable contract mechanism to ensure the number of teachers/class.
At the same time, prioritize appraisal, balance and budget allocation for new construction, upgrading and repairing schools that are past the national standard (13 schools are past the deadline); especially missing items (subject rooms, multi-purpose halls) and degraded classrooms (used for more than 20 years)...
After inspecting a number of schools in the area and working with An Thang and Dien Ban Dong wards, Vice Chairman of the City People's Committee Tran Anh Tuan acknowledged and highly appreciated the proactive and positive spirit of the local government in implementing educational tasks after the merger.
Vice Chairman of the City People's Committee Tran Anh Tuan requested the locality to review the management team, teachers and staff at schools to have plans to supplement and adjust according to authority.
At the same time, review and adjust local planning, focusing on allocating land for education; soon have a report on medium-term capital for the 2026-2030 period, with annual phases, according to priority in each field.
Localities need to review the specific and detailed education network (forecast the size of schools, teachers, facilities, etc.); from there, plan and orient development in the coming time.
Regarding investment, upgrading and repairing schools, localities need to review urgent projects that need priority investment (deteriorated, damaged); supplement equipment and teaching aids; aim to eliminate small schools in urban areas; strive to increase the rate of national standard schools; improve the quality of teaching and learning...
Vice Chairman of the City People's Committee Tran Anh Tuan also assigned relevant departments and branches to review and re-evaluate the remaining tasks and difficulties in the locality to have timely adjustment and supplementation plans.
