Through the inspection work of the Economic , Infrastructure and Urban Department of Bac Nha Trang Ward in September and October, it was found that in the area of N3 Street (more than 235m long, connecting from D5 Street to 2/4 Street) and Nguyen Khuyen Street, around Vinh Hai Market, at some times of the day, there was still a situation where small traders encroached on the road and sidewalks to trade and do business. In the area of N3 Street, many people stretched out umbrellas and sold seafood on the road. At noon and in the evening, many people stopped their motorbikes to buy goods, causing traffic insecurity. Although the area of N3 Street had posted a "No dumping" sign, garbage (mainly plastic bags) was still thrown everywhere. The sale of seafood also generated a lot of garbage, causing pollution to the surrounding residential area.

Mr. Le Xuan Loc - Head of the Economic, Infrastructure and Urban Department of Bac Nha Trang Ward said that recently, the department has regularly coordinated with the Ward Police to organize many inspections, propaganda, and remind people not to encroach on the roadway and sidewalk for business and trading, causing traffic insecurity. However, people often "sell on the street" in an unfixed location. When they see the authorities coming, they move to another place; when there are no authorities, they sell again, making it difficult to handle. To completely handle this situation in the ward, the department has developed a plan to inspect and strictly handle cases of repeated violations of encroachment on the roadway and sidewalk for business and trading, especially on the roads around Vinh Hai market.

Road N3 (Vinh Hai market) has degraded.

Around Vinh Hai market area, people reported that after many years of investment, N3 road has now degraded, with many potholes; the drainage system is not guaranteed, and dirty water stagnates in the rainy season, which is very unsightly for the urban landscape. Mr. Nguyen Lanh, who lives near Vinh Hai market area, suggested: "We hope that the local government will thoroughly handle the situation of traders encroaching on the road and sidewalks, causing difficulties for vehicles to move; at the same time, soon invest in upgrading N3 road to ensure people's safety and create urban beauty for the ward."

Mr. Le Xuan Loc said that the N3 route was invested according to the planning before 2008, after many years of use, it has now degraded, the road surface is damaged, the sidewalk is peeling, the drainage system is not guaranteed, when it rains, water accumulates on the road surface. Currently, the People's Committee of Bac Nha Trang Ward has proposed the Provincial People's Committee to include it in the medium-term public investment plan for the period 2026 - 2030 with the scale of upgrading and renovating the road surface, sidewalks and the rainwater and wastewater drainage system. While waiting for the project to be approved and implemented according to the planning, the Ward People's Committee has a plan to repair the road surface, ensuring safety for people traveling during the Lunar New Year 2026.
