Strive to achieve the economic growth target of 8.1% in 2025

Chairman of the Provincial People's Committee Nguyen Khac Toan delivered a concluding speech at the meeting.

According to the report of the Department of Finance, based on the GRDP growth results in the first 9 months of 2025 reaching 7%, the department has proactively coordinated with the Provincial Statistics Office to develop a growth scenario for the fourth quarter and the whole year of 2025 to ensure the completion of the GRDP growth target in 2025 reaching 8.1%. Specifically, the industrial - construction sector is expected to increase by 14.59%; services increase by 9.63%; agriculture, forestry and fishery increase by 2%; product tax minus product subsidies increase by 11%. Some important economic indicators are also adjusted such as: Industrial production index increases by 12%; total social investment capital increases by 10%; exports increase by 8.8%. Regarding the growth targets of the tourism industry, although the Department of Culture, Sports and Tourism forecasts that tourism revenue in the fourth quarter will increase by 19%, the number of guests staying will only increase by 1.7% and international visitors will only increase by 0.2% compared to the same period last year, so this target needs to be recalculated appropriately, while ensuring that the GRDP growth of the service industry increases by 9.63%.

To achieve the growth target, the scenario also identifies four key groups of tasks and solutions: Promoting production and business activities, boosting exports, developing the domestic market; promoting growth momentum from social investment; reforming administrative procedures, improving the investment and business environment and promoting new growth drivers. Each group of tasks is also specifically assigned to each relevant department and sector.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Khac Toan directed that in order to complete the GRDP growth target of 8.1% in 2025, the provincial leaders agreed on the GRDP growth scenario for the fourth quarter. Departments, branches and sectors must prioritize strongly promoting production and business, promptly removing difficulties for key industries such as bird's nest, seafood, shipbuilding and boosting exports. At the same time, it is necessary to effectively implement programs to stimulate consumption, trade, tourism and successfully organize events and conferences to promote trade and tourism connections in the Halal market. Units must resolutely and synchronously deploy solutions to accelerate the disbursement of investment capital, striving to complete 100% of the 2025 capital plan assigned by the Prime Minister. Along with that, strengthen the review, reduction, and maximum simplification of administrative procedures, strive to reduce 30% in the number, time, and cost of administrative procedures in 2025 to strongly improve the investment and business environment. Chairman of the Provincial People's Committee Nguyen Khac Toan requested the heads of departments, branches, sectors, and localities to take full responsibility before the Provincial People's Committee for the level of completion of assigned targets and tasks in the province's economic growth target in 2025.
