Perfecting the legal corridor, creating a new foundation for science, technology and innovation to develop

Speaking at the training conference on state management of science, technology and innovation organized by the Ministry of Science and Technology (MOST) on the morning of October 15, 2025, Deputy Minister Le Xuan Dinh emphasized that this is a time of special importance when the three pillars of the Ministry, including quality measurement standards, radiation and nuclear safety, information - statistics and assessment of science and technology, are having their legal corridors fundamentally re-established, following a new, more modern and effective approach.

Deputy Minister Le Xuan Dinh said that at the recent 9th Session, the 15th National Assembly passed two important draft laws, namely the Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations and the Law on amending and supplementing a number of articles of the Law on Product and Goods Quality. This is a major turning point, creating a new legal foundation for state management in the field of Standards and Quality Measurement, the field with the most direct and extensive interaction with people and businesses.

Currently, the Ministry of Science and Technology is urgently developing decrees and guiding documents for implementation, ensuring consistency, uniformity, and high feasibility when putting the law into practice.

Deputy Minister Le Xuan Dinh It is also said that the field of radiation and nuclear safety is entering the stage of perfecting the legal framework, preparing for long-term development.

The Law on Atomic Energy (amended) recently passed by the National Assembly is an important milestone, contributing to strengthening the legal framework for the management, safety supervision and development of atomic energy applications in Vietnam. This is considered a necessary preparation step for the process of building nuclear power plants in the future, ensuring that state management in this field is strictly implemented, in accordance with international standards.

In the field of information - statistics and science and technology assessment, Deputy Minister Le Xuan Dinh said that the approach in the coming time will be strongly innovated, shifting from input-based management to output-based management, towards governance by results and real efficiency.

To do that, localities need to focus on assessment activities, considering this a key tool in allocating resources for science and technology, innovation and digital transformation.

Overview of the Conference.

The Deputy Minister requested the Departments of Science and Technology to establish an evaluation unit with professional capacity to advise the Department's leaders in allocating and effectively using the budget, and at the same time serve as a basis for evaluating the performance of tasks of units and localities.

The Deputy Minister affirmed that all three of the above mentioned fields play a particularly important role and are closely related to each other: Information and statistics are the foundation of management, Quality measurement standards are the direct bridge between science and technology with businesses and people, Radiation and nuclear safety is a specialized field with high specificity.

Notably, in the current decentralization and delegation process, the field of quality measurement standards is one of the most strongly decentralized fields, clearly demonstrating the responsibility and role of localities in implementing science and technology policies associated with the needs of socio-economic development.

The Deputy Minister pointed out that after Resolution 57-NQ/TW was issued, science and technology, innovation and digital transformation were identified as one of the key tasks of local Party committees and authorities. Therefore, the direction and management in this field must be carried out regularly, continuously and systematically, not only within the vertical sector but also closely linked with other fields, in order to create substantial changes in socio-economic life.

The Deputy Minister also requested localities to strengthen coordination and establish regular communication channels with the General Department of Standards, Metrology and Quality, the Department of Radiation and Nuclear Safety and the Department of Information and Statistics. Close coordination and timely exchange will help to resolve difficulties, unify understanding and implement tasks more effectively in practice.

At the Conference, delegates presented papers on: State management of quality measurement standards; State management of atomic energy to ensure radiation and nuclear safety; Some new issues in state management of information, statistics, assessment of scientific, technological and innovation activities.

The conference is an opportunity for delegates to share, exchange, discuss, and contribute to improving the state management capacity of science, technology and innovation at both central and local levels, and effectively bringing policies into life.
