The Vietnamese National Assembly delegation attending the online dialogue session from the National Assembly Office bridge point, 22 Hung Vuong included: Standing Member of the Foreign Affairs Committee Thai Quynh Mai Dung, Standing Member of the Economic Committee Pham Thi Hong Yen.
At the dialogue session, parliamentarians from ASEAN countries exchanged views on developing the economic component of the ASEAN Community Vision 2045, focusing on two main areas: assessing and reviewing the successes and challenges in the implementation of the ASEAN Economic Community 2025 Master Plan; Building an action-oriented, sustainable, adaptive and comprehensive ASEAN.
On behalf of the Vietnamese delegation, Standing Member of the Economic Committee Pham Thi Hong Yen stated that in the context of the global economic difficulties, ASEAN is a bright spot with optimistic prospects in the future, the center of the network of free trade agreements (FTAs) and the center of important regional cooperation mechanisms such as ASEAN+1, ASEAN+3, East Asia Summit (EAS)... ASEAN has always stood firm and has never had a better position than today, an ASEAN spirit of self-reliance, cohesion and proactive adaptation, solidarity - unity, readiness to cooperate and dialogue in the spirit of the rule of law. The economic growth momentum of the ASEAN region is maintained with a positive forecast of 4.6% in 2023 and 4.9% in 2024. ASEAN's trade recorded an impressive growth of nearly 15%, reaching 3,800 billion USD. Investment reached a record high of more than 224 billion USD. However, the regional economy still has potential risks and is directly affected by geopolitical tensions, climate change, energy security, food security...
ASEAN has made efforts to demonstrate its central role as one of the main actors in creating, shaping and leading the security environment for the regional cooperation and order structure. The trends of the times require ASEAN to innovate in thinking, be creative in action and make breakthroughs in ideas to be able to make the most of new economic growth drivers such as the digital economy, blue economy, green transformation and sustainable development. The ASEAN Community Vision 2045 with its consistent orientations, aiming to build a self-reliant, dynamic, creative and people-centered ASEAN, establishing a strategic framework for ASEAN's stronger development and breakthrough in the next 20 years is a matter that is being recognized.
"Currently, six core elements have been agreed upon as the foundation for building the ASEAN Vision, including being action-oriented; sustainable; bold, daring and innovative; adaptive and proactive; agile and resilient; inclusive, engaged and coordinated, because it is necessary to establish a clear new agenda, promote economic integration, adapt to technological advances, geopolitical changes and economic transformations that are changing the current global order," said the Standing Member of the Economic Committee.
In that process, the ASEAN Inter-Parliamentary Assembly (AIPA) and its member parliaments have played a very important role because they represent the voices of the states, political parties, and people in the member countries. AIPA's contributions have been clearly demonstrated in its development process and have increasingly high international prestige.
Standing member of the Economic Committee Pham Thi Hong Yen emphasized that as a responsible member, Vietnam will do its utmost together with ASEAN countries and AIPA member parliaments to build a strong ASEAN - AIPA, while proactively adapting, "turning danger into opportunity", towards a stable, prosperous and sustainable ASEAN community.
To build an action-oriented, sustainable, adaptive and comprehensive ASEAN, the Vietnamese delegation put forward five proposals. Specifically:
Firstly , strengthen solidarity, promote the central role and strategic value of ASEAN. Seek support from partners and the international community in ensuring a peaceful , secure and stable environment in the region. Ensure the principles of independence, autonomy, maintain consensus with ASEAN's common stance and viewpoint, following the "ASEAN way". Persistently take peace as the goal, dialogue as the tool, cooperation as the motto to resolve disputes in the spirit of the rule of law, in accordance with common rules, standards of conduct and international law.
Second, strengthen and expand intra-bloc cooperation in trade, investment, tourism, people-to-people exchange and technology transfer, financial and monetary cooperation, cooperation in the field of safe and sustainable digital transformation, and equitable energy transition. At the same time, strengthen ASEAN relations with partners to narrow the development gap, effectively respond to non-traditional security challenges such as epidemics, natural disasters, cybercrime, transnational crime, etc. Strengthen sub-regional cooperation, contributing to ensuring inclusive growth, equitable and sustainable development, etc.
Third, parliaments need to continue to enhance their role in law-making, create a favorable legal corridor, and strengthen their role in supervising ASEAN governments in successfully implementing the master plans for building the ASEAN Community 2025 on all three pillars of politics - security, economy, culture - society, and towards the vision after 2025.
Fourth , AIPA needs to continue to innovate, become an effective parliamentary cooperation channel, and coordinate well between the parliamentary channel and the Governments of countries. Continue to focus on strengthening relations with partners who are observers of AIPA to create "collective strength" to contribute to resolving the challenges facing the region.
Fifth , strengthen exchanges, build and implement resolutions to help ASEAN exploit advantages in science, technology and innovation to serve economic recovery and development, exploit full potential to develop agriculture, food and forestry...
