On the Kon Tum province side, there were: Alternate member of the Party Central Committee, Head of the Provincial Party Committee's Internal Affairs Commission U Huan; Standing member of the Provincial People's Council and members of the National Assembly Delegation, the People's Committee and relevant departments, branches and sectors.
Kon Tum is a mountainous, highland, border province located in the Northern Central Highlands with a population of about 568,780 people, of which ethnic minorities account for nearly 55.1% with 43 ethnic groups living together ( there are 7 local ethnic groups including: Gia Rai, Ba Na, Xo Dang, Gie - Trieng, Brau, Ro Mam, Hre ).
Strong development in both quantity and quality
Reporting to the Supervisory Delegation, the representative of Kon Tum Provincial People's Committee said that the team of ethnic minority cadres, civil servants and public employees up to now mostly meet the standards and conditions according to regulations, basically meeting the job requirements, participating in various fields of work; being planned and appointed to many leadership and management positions of agencies, units and localities; enjoying preferential regimes and policies, and treatment in recruitment, planning, appointment, training and fostering in accordance with the provisions of law.
Ethnic minority cadres, civil servants and public employees being introduced, promoted and appointed to important positions in state agencies have strengthened the trust of ethnic minority people in the Party and government, strengthened the great national unity bloc and promoted ethnic minority knowledge.
Of which, the proportion of ethnic minority cadres, civil servants and public employees in provincial agencies and units: there are 358 ethnic minority cadres, civil servants and public employees out of a total of 4,196 cadres, civil servants and public employees, accounting for 8.53%; district level: there are 2,173 ethnic minority cadres, civil servants and public employees out of a total of 11,475 cadres, civil servants and public employees, accounting for 18.93%. The proportion of ethnic minority civil servants in agencies and units assigned functions and tasks on ethnic affairs at the Ethnic Minority Committee reaches 39% of the assigned staff. The proportion of ethnic minority cadres, civil servants and public employees holding leadership and management positions in agencies and units: provincial level reaches 8.97%; district level reaches 14.93%; commune level reaches 33.14%.
In addition, the policy of training according to the selection system and admission to university preparatory courses has contributed to training local human resources for the province. Many selected students have become key officials of departments, branches and localities. This force has promoted their abilities and professional qualifications, contributing positively to the construction and socio -economic development of the province.
In recent years, the contingent of ethnic minority cadres, civil servants and public employees in the province has grown strongly in quantity and quality. The contingent of ethnic minority cadres, civil servants and public employees has made many contributions to the socio-economic development, helping to change the face of the locality. Ethnic minority cadres, civil servants and public employees have an advantage in terms of understanding the culture, lifestyle and natural conditions of the areas where ethnic minority communities live, so they have many advantages in propagating, mobilizing and disseminating the State's policies, guidelines and laws to the ethnic minority communities.
Need policies to attract ethnic minority talents
The representative of Kon Tum Provincial People's Committee proposed that there is currently no preferential policy in recruitment and policy to attract ethnic minority students who have graduated from university with good or excellent grades or have graduated from postgraduate level to work in the locality. Along with that, the recruitment of civil servants for pedagogical students trained under Decree No. 116/2020/ND-CP has not been specifically regulated on preferential policies, while the majority of these students are students with permanent residence in the locality and students are ethnic minorities to stabilize the team in the future.
The recruitment of civil servants for ethnic minority students after graduation is currently facing difficulties and obstacles. The training plan under the recruitment regime is not linked to the needs of use; the structure of training occupations is not suitable for practical requirements; the training quota is not balanced and suitable for the assigned staff, so the number of students who graduate from the recruitment system who do not have jobs or have to contact the business sector to find jobs is still high.
Kon Tum province hopes that the Central Government will have policies to attract talents and provide appropriate treatment to talented people who are ethnic minority children who volunteer to work in the locality.
Concluding the meeting, Chairman of the Ethnic Council Y Thanh Ha Nie Kdam acknowledged the proposals and recommendations of the Kon Tum Provincial People's Committee and said that this would be the basis for the Ethnic Council to study, synthesize, and report to the National Assembly Standing Committee and the National Assembly. The Chairman of the Ethnic Council also requested that the province pay more attention to training and fostering local resources, and coordinate with relevant agencies to quickly resolve practical difficulties.
