Russia-US dialogue stalled: Moscow temporarily suspends negotiations.

Russia has officially suspended talks with Washington on the issue of strategic stability.

According to the TASS news agency on May 28, Russian Deputy Foreign Minister Sergei Ryabkov stated that there are currently no prerequisites for resuming Russia-US dialogue in the near future.

In an interview with the Izvestia newspaper, Deputy Foreign Minister Sergei Ryabkov confirmed that Moscow has halted negotiations with Washington. The core of the deadlock lies in the issue of global strategic stability.

The Russian diplomat highlighted a crucial detail that led to the breakdown. Previously, Moscow had put forward a constructive proposal. Specifically, Russia suggested that Washington voluntarily comply with core quantitative limits – limits under the expired arms control treaty. The proposal was to be in effect for at least one year.

However, this initiative was completely "incompatible" with the US side.

"Under the current circumstances, we see no need to further develop our position," Deputy Foreign Minister Ryabkov emphasized. Moscow also refused to acknowledge any further commitments.

Deputy Foreign Minister Ryabkov delivered a very clear message regarding the future of arms control. Currently, there is no premise for maintaining Russian-American dialogue on strategic issues.

He clearly stated Moscow's firm condition: Change would only come when the US made positive and clear progress in its policy toward Russia. Only then would Moscow be willing to reconsider the opportunity for negotiations. However, the diplomat assessed that the current situation "has not yet come close" to meeting that requirement.

Despite the tensions, Russia has not completely closed the door to diplomacy. Bilateral communication channels remain maintained. On the sidelines of the first International Security Forum, Mr. Ryabkov clarified this further. "We are not avoiding negotiations. Russia is strictly adhering to the framework agreement reached in Anchorage," he said.

The question is whether the US administration is willing to act. They need to play a meaningful role in putting the framework agreements into practice. He believes that high-level contacts will shed light on this scenario, but "the decision now rests with the US administration."

Mr. Ryabkov went on to offer an overview. He described the current relationship between the two countries as "particularly complex."

This relationship is fraught with difficulties and limitations. "Aside from negotiations and a few minor advances, both sides are under immense pressure from sanctions," the Russian Deputy Minister noted. However, Moscow maintains a highly objective stance.

"We are not dramatizing the issue, but we are absolutely not underestimating it either," Ryabkov emphasized.
