Implementing regulations on invoices and documents, in 2022, Ha Long Tax Team started implementing this solution for businesses and business households that pay taxes by declaration method and provide goods and services directly to consumers. By early May 2025, in Ha Long City, there were 1,346 businesses registered to use electronic invoices generated from cash registers, of which 1,025 businesses used electronic invoices generated from cash registers. The main implementation areas: Food and beverage business, restaurants, hotels, retail of goods, retail of modern medicine, entertainment services, and other services.
Mr. Dinh Ngoc Tung, Manager of Trung Laptop Restaurant (Hong Gai Ward, Ha Long City) said: As a food and beverage business, implementing electronic invoices generated from cash registers brings many advantages, both helping to reduce tax declaration procedures, reduce accounting staff and help restaurants control inventory and revenue easily. Thereby, contributing to improving professionalism with customers and ensuring transparent competition.
For Tri Viet Bookstore (Tran Hung Dao Ward, Ha Long City), the implementation of electronic invoices generated from cash registers has brought many practical benefits. Ms. Pham Thi Thanh (cashier of the bookstore) shared: In the stationery business, the unit has thousands of different small retail items, many of which are low-cost. Therefore, using invoices generated from cash registers allows sellers to issue invoices at the time of transaction, minimizing the delay between payment and invoice creation as well as reducing errors in the invoice issuance process. Invoice data is transferred to the tax authority through an organization providing electronic data receiving, transmission and storage services, ensuring accuracy and timeliness.
Using electronic invoices generated from cash registers not only helps to make transactions transparent and reduce costs, but also brings many practical benefits to business households and individual businesses, such as: Saving time and costs; transparency, accuracy; convenience in management; increasing prestige with customers... This is considered an important step in the digital transformation journey of tax authorities.
In order to continue changing the approach to tax management towards technology and monitoring of each transaction, on March 20, 2025, the Government issued Decree No. 70/2025/ND-CP amending and supplementing Decree 123/2020/ND-CP on regulations on invoices and documents. The notable point of this Decree is that households and individuals doing business with an annual revenue of 1 billion VND or more and enterprises with activities of selling goods and providing services, including selling goods and providing services directly to consumers, are required to use electronic invoices from cash registers.
Through the review of the Ha Long Tax Team, the whole city currently has 401 enterprises and 121 households and individuals who have to deploy electronic invoices from cash registers. Mr. Hoang Tho Viet, Deputy Head of the Ha Long City Tax Team (Tax Department Region III) shared: Continuing to expand the subjects of deploying invoices generated from cash registers helps improve management efficiency and prevent tax losses, especially in the retail sector. As soon as the new decree was issued, the unit increased propaganda, promoted coordination with software suppliers and accompanied taxpayers, removed difficulties and problems; sent tax officers to the area to directly guide businesses. With the determination of the tax administration agency, the consensus of the business community, business households, and business individuals, the unit ensures that electronic invoices generated from cash registers are successfully deployed in accordance with requirements before June 1, 2025.
