Maritime and logistics development

The maritime economy of the former Da Nang city, with a focus on port services, has achieved strong development in recent years with three port areas: Tien Sa, Song Han, and Lien Chieu.

With the goal of boosting the development of the marine economy, Da Nang city is upgrading the Tien Sa port area, and especially constructing a new Lien Chieu port with an investment of approximately 5,000 billion VND, with an expected capacity of 8.5 million tons per year. This investment is in line with practical requirements, as Da Nang port can establish shipping routes to domestic, regional, and international destinations.

The Action Program for Sustainable Development of Da Nang's Marine Economy until 2030, with a vision to 2045, aims to build Da Nang into a major marine economic center of the country and an international coastal city. Based on this, the program focuses on investing in and strongly developing marine economic sectors, ensuring social welfare, and protecting the environment.

Da Nang city has proactively adapted to climate change and sea level rise; preventing pollution, degradation of the marine environment, coastal erosion, and sea encroachment. Socio-economic development activities related to the city's seas and islands are implemented according to the principle of integrated management in line with the marine ecosystem.

In the former Quang Nam province, Truong Hai Group Joint Stock Company (THACO) invested in and put into operation Chu Lai Port. From Chu Lai Port, THACO connected with the Nam Giang international border gate, linking to the Northeast region of Thailand, Laos, and Cambodia for import and export of goods. THACO established Truong Hai International Freight Forwarding and Transportation Company Limited (THILOGI) as a general corporation organizing and providing comprehensive freight forwarding and transportation services, offering logistics solutions.

Imports include automobile parts, agricultural and forestry products, iron ore, and bauxite; exports consist of products manufactured by THACO and by businesses in industrial zones in the former Quang Nam and Quang Ngai provinces. Annually, the total volume of imports through Chu Lai port is approximately 1.73 million tons, and exports are approximately 1.29 million tons.

The port and logistics sector has been a focus of development in the former Quang Nam province. The Quang Nam seaport is planned as a Class I port, with a total waterfront length of 9,300m, comprising four berth areas.

The People's Committee of Quang Nam province (formerly) coordinated with ministries and agencies to carry out research, surveys, and develop a detailed planning proposal for the land and water areas of Quang Nam seaport. To date, the Ministry of Construction has approved the detailed development plan for the land and water areas of Quang Nam seaport in Decision No. 310/QD-BXD dated March 25, 2025, as a basis for implementing investment projects.

According to Mr. Nguyen Hong Quang, Head of the Management Board of Quang Nam Economic Zones and Industrial Parks, the People's Committee of Quang Nam Province (formerly) has agreed in principle to allow Truong Hai Group Joint Stock Company (THACO) to conduct a pre-feasibility study for a project to dredge the 50,000-ton capacity channel combined with a proposal to invest in the Tam Hiep 50,000-ton capacity port area and a free trade zone associated with Tam Hoa port, in accordance with the planning.

Following the detailed planning for the development of the land and water areas of Quang Nam seaport, Dai Quang Minh Real Estate Joint Stock Company proposed an investment project to build the Cua Lo channel and a bridge connecting the Tam Hiep and Tam Hoa port areas under a build-transfer (BT) contract.

Diversification of marine economic sectors

To realize Resolution 26-NQ/TW dated November 3, 2022, of the Politburo on "Developing socio-economic conditions and ensuring national defense and security in the North Central and Central Coastal regions until 2030, with a vision to 2045," the former Da Nang city has focused on investing in, forming, and developing fisheries logistics service centers combined with national defense and security; and shaping logistics centers associated with seaports, airports, and border gates.

In the former Quang Nam province, with its 125km long coastline, the locality mobilized resources and economic sectors to invest in the development of marine resource exploitation, marine tourism, maritime transport, and coastal industries with a multi-sectoral and multi-field development orientation. The former Quang Nam province identified the marine and coastal economy as playing a crucial role in the local socio-economic development strategy.

After merging with Quang Nam province, Da Nang city boasts a series of modern resorts, entertainment areas, shopping centers, and recreational facilities along the coast, such as Furama, Sandy Beach, and Vinpearl Nam Hoi An… Along with improved infrastructure, Da Nang's beach tourism is increasingly diverse in types and services, satisfying tourists. Many tours exploring the life, culture, beliefs, customs, and traditions of coastal residents have been established and are expanding to the southern coastal areas of the city...

Besides coastal tourism, the exploitation and processing of seafood has also been a focus of development in Quang Nam and Da Nang (formerly). In Quang Nam (formerly), the fleet of large-capacity vessels has developed strongly, especially fishing vessels with over 1,000 horsepower, invested in by fishermen in Hoi An, Duy Xuyen, Thang Binh, and Nui Thanh districts to fish in the Hoang Sa and Truong Sa fishing grounds, enriching themselves from the sea while protecting the sovereignty of the nation's seas and islands.

The main fishing methods of fishermen in Quang Nam (formerly) such as purse seine, trawling, and offshore squid fishing have brought great economic value to the fishermen. In Da Nang, the seafood processing industry for export brings in a large export turnover for the city.

Vice Chairman of the Da Nang City People's Committee Tran Nam Hung said: "The new Da Nang City will leverage its advantages in marine economy and fisheries for sustainable development. Regarding seafood exploitation, the government and fishermen are united in lifting the 'yellow card' on fisheries and moving towards responsible fishing for sustainable development."

To promote sustainable development of the marine economy, the city focuses on building a logistics and multimodal transport center; a cargo distribution center for the Central and Central Highlands regions and the whole country. It also aims to establish and develop a customs-free zone and industrial parks linked to the Lien Chieu port system and the Tien Sa, Ky Ha, Tam Hiep, and Tam Hoa seaports, alongside the airport system.

Simultaneously, develop Chu Lai port in conjunction with a container logistics center and a logistics center in the Nam Giang International Border Gate Economic Zone, connecting goods between Central and Southern Laos and Northeast Thailand. Strive to have the logistics sector account for approximately 15% of the city's GRDP by 2030.

Da Nang will transform Tien Sa Port into a tourist port and marina after 2030; link coastal and Han River areas to form a chain of high-end, world-class destinations; and plan and develop tourism on Son Cha Island while protecting the ecological environment.

Da Nang city is implementing many practical activities to protect biodiversity and marine ecosystems, such as researching and developing mechanisms and policies to help fishermen reduce pressure on coastal fishing; reorganizing fishing vessels, and converting fishing methods that harm marine resources.

Authorities are investigating and assessing the resources and habitats of rare aquatic species in coastal and inland areas; releasing shrimp and fish fry to supplement existing stocks, as well as constructing artificial reefs and structures to regenerate, protect, and restore marine resources, biodiversity, and ecosystems.

Many believe that, in the context of urban expansion and economic growth promotion, Da Nang city needs to integrate the marine spatial planning of the former Quang Nam province and the former Da Nang city with exploitation and conservation in an inter-regional ecological approach.
