Also attending the Conference were Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Minh Hung; leaders of the Party Central Committee's commissions, representatives of the Government Party Committee, the National Assembly Party Delegation, the Central Military Commission, the Central Public Security Party Committee; standing members, heads of Party committees, and chiefs of offices of 63 Provincial and Municipal Party Committees directly under the Central Government.

Many encouraging results

The Conference Report stated that 2023 is the mid-term review year, the pivotal year for implementing the Resolutions of Party Congresses at all levels and the socio-economic development plan for the 2021-2025 period. Provincial and municipal Party Committees have led and directed the implementation of political tasks in the context of intertwined opportunities, advantages, difficulties and challenges; many economic and geopolitical issues and events in the world and the region have developed abnormally and are more complicated than forecast.

In that context, the Provincial and Municipal Party Committees have continued to innovate their leadership methods in a comprehensive, in-depth and flexible manner; regularly review, adjust and issue new resolutions, directives and projects on socio-economic development, ensuring national defense and security, Party building and the political system. In addition, they have directed the organization of mid-term reviews to assess the situation and results of implementing the goals and tasks according to the resolutions of the provincial and municipal Party Congresses for the 2020-2025 term; at the same time, review the leadership and direction of the provincial and municipal Party Committees in the mid-term and organize votes of confidence for leadership positions according to Regulation No. 96-QD/TW of the Politburo.

Provincial and Municipal Party Committees continue to innovate and improve the quality of political and ideological work; grasp the grassroots situation, promptly resolve arising issues and complicated cases from the beginning; continue to direct the synchronous implementation of groups of tasks and solutions in Conclusion No. 21-KL/TW of the Party Central Committee on Party building and rectification and the political system; strengthen and build grassroots party organizations and improve the quality of party members in the new period. Provincial and Municipal Party Committees strictly implement the regulations and conclusions of the Central Committee on organizational structure and payroll management; develop projects and implement the process of introducing personnel for the 14th Party Central Committee; review and supplement the personnel planning for each term. Complete the inspection and supervision work plan at all levels; overcome the overlap in inspection and supervision by the Party and inspection, examination and supervision by the State. Compared to 2021 and 2022, the number of inspections and supervisions, the number of organizations and party members inspected and supervised increased; enforcement of party discipline increased...

In 2023, the implementation results of the resolution targets as well as the development plans of localities achieved many encouraging results. Many localities have completed and exceeded the majority of the groups of plan targets: There are 3 localities that have completed and exceeded all groups of targets/targets in 2023, including: Quang Ninh achieved 15/15 targets, Phu Tho 15/15, Hau Giang 18/18.

Some localities completed and achieved high results in important targets such as GRDP, per capita income, budget revenue, poverty reduction... including: Bac Giang achieved 17/18 targets, An Giang 14/15, Binh Dinh 18/19, Ca Mau 18/19, Tuyen Quang 19/20, Thua Thien Hue 13/14, Phu Yen 16/17, Kien Giang 27/28, Tra Vinh 26/27... About 2/3 of the localities achieved a high rate in completing the annual plan targets. The remaining localities completed their task targets at a lower rate, including: Ho Chi Minh City 17/31, Dien Bien 14/26, Thai Nguyen 9/15, Bac Ninh 11/20, Cao Bang 11/17, Gia Lai 14/21, Tay Ninh 11/17, Da Nang 4/10.

Despite many difficulties, the economic growth rate (GRDP) of localities tends to be higher in the following quarter than the previous quarter, and more positive in the following month than the previous month. Seven localities have double-digit growth, led by Bac Giang (13.45%), Hau Giang (12.27%), Quang Ninh (11.03%), Khanh Hoa (10.55%), Hai Phong (10.34%), Nam Dinh (10.19%) and Hung Yen (10.05%). Most localities have achieved higher levels than the national average. Fourteen localities have low growth rates, failing to meet the plan; of which four provinces have negative growth: Ba Ria - Vung Tau (-1.02%), Lai Chau (-2.27%), Quang Nam (-8.25%) and Bac Ninh (-9.28%).

Most localities have a positive shift in economic structure towards increasing the proportion of industry and services, gradually reducing the proportion of agriculture. Agricultural, forestry and fishery production continues to play a supporting role in the local economy, developing steadily (from 2 - 5%). Services and trade are areas of stable growth, maintaining the momentum from the previous year. In particular, retail sales of goods and service revenue have a growth rate of over 10% to 15% compared to the same period. Tourism has recovered and grown strongly.

Unlike 2022, state budget revenue in most provinces and cities faced difficulties, with a revenue shortfall of about 10-20% compared to the estimate, failing to meet the set plan. Import and export activities at the end of the year improved compared to the decline in the first months of the year, but most localities did not meet the set plan and import growth was still lower than export. In particular, attracting foreign direct investment was much more active than in 2022.

The fields of culture - society, health, education, and social security have received attention and have had many positive changes. Policies on labor, employment, and social security have been implemented synchronously and promptly. The rate of multidimensional poverty has tended to decrease; some localities have reduced it to below 1%; some provinces have no more poor households according to the Central criteria.

Local defense and military tasks are carried out synchronously. Territorial sovereignty is maintained, political security, order and social safety are stable. Foreign affairs activities are deployed comprehensively and synchronously in terms of party diplomacy, state diplomacy and people-to-people diplomacy with the number of delegations going out/coming in increasing compared to 2022.

Strengthening Party building and rectification work

At the Conference, opinions focused on analyzing and reflecting on difficulties, obstacles and proposing and recommending solutions in the leadership and direction of task implementation in localities. Especially the barriers leading to the results of basic development indicators not meeting the set plan, especially the targets of GRDP, budget revenue, industry and export, enterprises having to dissolve and temporarily stop operations.

Many opinions assessed that after the first 6-month meeting, the Standing Committees of the Provincial Party Committee and the City Party Committee seriously and promptly implemented the conclusions of the Standing Secretariat; closely following the 6 groups of solutions and key tasks in the Conclusion Notice No. 29-TB/TW of the Politburo, thus resolving many problems, creating the premise to achieve specific and comprehensive results in all fields in performing tasks for the whole year of 2023.

Concluding the Conference, Standing member of the Secretariat Truong Thi Mai highly appreciated the efforts of the provincial and municipal Party Committees in leadership and direction; the quite comprehensive results in socio-economic development, ensuring national defense and security, and building the Party and political system of the localities. In the context of a year of mixed advantages and difficulties, in which the difficulties and challenges are more numerous, the localities have closely followed and strictly implemented the leadership and direction of the Central Government, resolutely in direction and operation; proactively and flexibly in deployment and implementation.

Regarding the direction and tasks for 2024, the Standing Secretariat said that the Politburo will soon meet and issue directives for localities to promptly concretize and implement. The Standing Secretariat reminded localities to focus on leadership, direction, closely follow and strictly implement resolutions, conclusions and directives of the Central Committee, the Politburo, the Secretariat, especially important decisions recently issued on Party building, land management, human resource development, control of power in management areas...

Analyzing the current situation and context, and the results of implementing the resolution's targets, Standing member of the Secretariat Truong Thi Mai suggested that provincial and municipal Party Committees continue to evaluate the results of implementing the targets for the entire term to clearly identify and concentrate efforts on targets that are still low and unfulfilled, overcome weaknesses and limitations, and promote potentials and strengths in the locality. In particular, priority should be given to stabilizing the macro economy, new growth drivers such as digital economy, circular economy, green economy; paying attention to social security, sustainable poverty reduction... Continuing to promote the work of building and rectifying the Party and the political system, consolidating grassroots party organizations, improving the quality of party members while ensuring the targets of recruiting new party members, building party organizations in the non-state sector...

Regarding recommendations and proposals from localities, Standing member of the Secretariat Truong Thi Mai requested that Party committees at the Central level, the National Assembly Party Delegation, the Government Party Committee, and central ministries and branches direct, consider, and resolve them according to their functions, tasks, and powers; and respond to Provincial and Municipal Party Committees within a specific time limit.
