Dong Nai sets the time for all businesses to relocate from Bien Hoa 1 Industrial Park
The relocation of enterprises from Bien Hoa 1 Industrial Park will be carried out in 2 phases, with phase 1 to be completed in December 2024 and phase 2 to be completed in December 2025.
Acting Chairman of Dong Nai Provincial People's Committee Vo Tan Duc has just signed and issued Plan No. 198/KH-UBND on implementing the plan to relocate factories and enterprises in Bien Hoa 1 Industrial Park to convert its function into a commercial - service urban area and improve the environment.

According to the approved plan, phase 1 will compensate for site clearance and relocate 10 enterprises with an area of 75 hectares located to the south of Bien Hoa 1 Industrial Park, adjacent to An Hao bridge, Tran Quoc Toan street, Le Van Duyet street, Hanoi highway.
Phase 1 is required to be completed by December 2024. Thus, from now until completion, there are about 6 months left for businesses to relocate.
Phase 2 will relocate all remaining businesses, to be completed before December 2025. Currently, there are 76 businesses with remaining land lease terms operating in Bien Hoa 1 Industrial Park.
To implement the proposed plan, the People's Committee of Dong Nai province assigned tasks to each department and branch. In particular, the Department of Planning and Investment advised and proposed to the Provincial People's Committee a plan to support the relocation of businesses and people in Bien Hoa 1 Industrial Park. Quarterly, a progress report was compiled and submitted to the Provincial People's Committee for direction and handling.
The Department of Natural Resources and Environment proposed to submit related policies and solutions to support site clearance and relocation to the Provincial People's Council for consideration and approval in the second quarter of 2024.
The Department of Labor, War Invalids and Social Affairs advises on policies and solutions to support workers' lives and human resource training costs to submit to the People's Council for approval in the fourth quarter of 2024.
Thus, up to now, the policies and mechanisms to support businesses and workers have not been approved by the Dong Nai Provincial People's Council. Therefore, completing the first phase of business relocation by the end of this year is a difficult problem for businesses here.
Previously, Dau Tu Newspaper had a series of articles about the difficulties and problems related to the relocation and conversion of the functions of Bien Hoa 1 Industrial Park.
Because it is the first industrial park in the country to relocate and change its function due to pollution, everything from policies and mechanisms are unprecedented, leading to too many challenges for this "historic surgery".
Bien Hoa 1 Industrial Park was established in 1963, with the name Bien Hoa Industrial Park. After 1975, it was renamed Bien Hoa 1 Industrial Park. The industrial park has an area of 340 hectares, and is now 100% full.
There are currently 76 enterprises (6 foreign direct investment enterprises, 70 domestic enterprises) renting land for production.
Due to wastewater pollution from Bien Hoa 1 Industrial Park flowing into Dong Nai River, since October 2009, the Government has agreed in principle to allow Dong Nai province to relocate this Industrial Park to another location.
In early 2024, the People's Committee of Dong Nai province approved the Project to convert the function of Bien Hoa 1 Industrial Park into an urban, commercial and service area including the Dong Nai Provincial Political - Administrative Center area (area of about 44 hectares) and Bien Hoa 1 Urban - Service Area (area of more than 286 hectares).
