At the one-stop service center in Hai Ba Trung district at 10 am, there were about 15 citizens going through the procedures, many of whom were teachers registering for private tutoring businesses.

Speaking with a reporter from Tien Phong newspaper, Ms. NTTN (Bach Dang ward, Hai Ba Trung district) said that she is a freelance teacher, and after Circular 29/2024/TT-BGDĐT came into effect, she immediately registered to facilitate organizing extra classes at home.

Ms. N. said that she had registered for the procedure online, but because it was her first time, she was unfamiliar with the process. She had to go through it several times before it was completed, and today she came to the district office to receive the results.

"According to the appointment slip, the results should be available in 3 days, so I came to collect them today. The only problem is that I had to go twice this morning because I didn't know I needed to bring my original diplomas and certificates for verification. Also, I'm still unclear about how to file my taxes, so I'll ask the officer for further guidance," Ms. N. said.

At the one-stop service center of Nam Tu Liem district, a large number of teachers arrived early to register their businesses. However, due to running out of queue numbers, some had to submit their applications in the afternoon.

A representative from the one-stop service center in Hai Ba Trung district said that in recent days, the number of people registering for tutoring business licenses has increased, with the department receiving and processing approximately 20 related applications daily. There are no pending applications or waiting times.

This person added that the principle for registering a business is that it will not be allowed to set up a location in an apartment building or collective housing... therefore, finding a suitable location for tutoring will be more difficult than before.

Circular 29/2024/TT-BGDĐT of the Ministry of Education and Training, regulating supplementary teaching and learning, came into effect on February 14th. This circular will replace Circular 17/2012/TT-BGDĐT. Circular 29 has eight new points compared to current regulations. Among them is the requirement for organizations and individuals providing supplementary teaching to register their businesses. This is why, in recent days, many teachers have gone to district and county one-stop service centers to register their businesses.

In fact, after Circular 20 came into effect, most teachers who gave extra classes outside of school stopped teaching to complete the necessary procedures, while some continued teaching online.
