Breakthrough in transport infrastructure, creating strong momentum to promote economic growth

Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector, has just chaired the 19th meeting of the Steering Committee to evaluate the work in the first 6 months of the year, the upcoming tasks of the Steering Committee and summarize the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway".

The Prime Minister emphasized the need to accelerate and break through with a spirit of speed and boldness, finding solutions to complete the set goals, and successfully completing the strategic breakthrough in transport infrastructure. Thereby, creating a strong driving force to promote economic growth, contributing to bringing the country forward in the new era.

More than 66.5 trillion VND for highway construction

According to Minister of Construction Tran Hong Minh, the projects under the State Steering Committee for important national works and projects, key to the transport sector, to date include 37 projects/95 component projects (DATP). Of these, 35 projects are in the road sector and 2 projects are in the aviation sector.

In the context of the first 6 months of 2025, implementing the Party and State's policy on merging provinces and cities and organizing a 2-level government model, ministries and branches spent a lot of time on institutional building; localities carried out the work of arranging and streamlining the apparatus. However, with the attention and drastic direction of the Prime Minister, Deputy Prime Ministers, the regular, continuous and responsible coordination of ministries, branches and localities, the organization and implementation of projects have achieved many outstanding results.

Up to now, the site clearance work of projects scheduled to be completed in 2025 has been basically completed, with only a few additional access roads or high-voltage power lines remaining, but this has not affected the progress of implementation. For newly started projects, the localities have organized the site clearance, and construction is organized as soon as the site is available.

For projects in the Mekong Delta region, after a long period of difficulty in determining the supply of construction materials, the provinces have now reviewed and arranged sufficient supply (about 76.2 million m3 of sand/demand of 65.5 million m3 for 12 projects in the region) and completed the procedures for granting mines, removing major bottlenecks of the projects, creating conditions to speed up construction progress.

Up to now, 4 DATPs have been completed and put into operation (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh and 70km of Van Phong - Nha Trang section) with a total length of 208km of the North - South Eastern Expressway in the 2021-2025 period, 19km of Ben Luc - Long Thanh project, 10km of DATP 3 Bien Hoa - Vung Tau on the occasion of April 30, bringing the total number of expressways nationwide to 2,268km.

It is expected that by August 19, 2025, an additional 208km of the main route of DATP Vung Ang-Bung (55km), Van Ninh-Cam Lo (66km), the remaining 13km of DATP Van Phong-Nha Trang, some sections of DATP Quang Ngai-Hoai Nhon, Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh will be completed, bringing the total number of roads nationwide to 2,476km.

Expressway projects scheduled to be completed in 2025 to reach the target of 3,000km have accelerated to increase output in the first 6 months of the year. Many projects scheduled to be completed in 2026 have also made efforts to implement, striving to complete the route or complete qualified sections by the end of this year, 4-5 months shorter than planned. The total value of construction output of expressway projects in the first 6 months of 2025 reached more than 66,500 billion VND.

In the aviation sector, Terminal T3 of Tan Son Nhat International Airport has been put into operation. The DATPs of Long Thanh International Airport are being implemented to meet the set plan.

Continue to accelerate and break through traffic infrastructure

Minister Tran Hong Minh added that it is expected that by August 19, 2025, an additional 208km of expressways will be completed, bringing the total number of expressways nationwide to 2,476km. According to the plan, from now until the end of the year, the Ministry of Construction and localities need to complete about 733km of expressways.

Among them, there are some projects with slow progress, posing potential risks in completing the target of 3,000km of expressway. Therefore, the competent authorities need to closely follow the implementation progress, continue to direct investors and contractors to organize construction in "3 shifts", make efforts, proactively remove difficulties, and apply technical solutions to shorten construction time.

In addition, complete 100% of site clearance, including site clearance for rest stops, no later than August 15, 2025. Localities continue to perfect their organizational structure, absolutely not allowing any interruption in site clearance and organizing the implementation of projects.

Prime Minister Pham Minh Chinh named and commended a number of ministries, localities, corporations, general companies, project management boards, and press agencies that have made efforts and actively contributed to the implementation and acceleration of projects in the first 6 months of the year. At the same time, the Prime Minister emphasized that we are racing to the finish line, accelerating, and breaking through with a spirit of speed and boldness, finding solutions to complete the set goals, successfully completing the strategic breakthrough in transport infrastructure according to the Resolution of the 13th National Party Congress and the directions of General Secretary To Lam.

The Prime Minister said that on the occasion of August 19, with the groundbreaking and inauguration of major projects, the whole country will have 2,476km of expressways and 1,397km of coastal roads (exceeding the plan of 1,000km); it is expected that by the end of the year, the plan set by the 13th National Congress will be completed and exceeded, with the whole country having at least 3,000km of expressways and 1,000km of coastal roads (possibly reaching nearly 2,000km), and basically completing Long Thanh airport. Thereby, creating momentum, creating force, creating position to enter a new era with the country.

There are only 5 months left from now until December 31, 2025, while there is still a lot of work to do. The Prime Minister requested ministries, branches and localities to continue to uphold their sense of responsibility; be more agile, make breakthroughs, make more efforts and determination to speed up the construction progress.

The Prime Minister emphasized that “ideology must be clear, determination must be high, actions must be drastic, effective, focused, and key. During the implementation process, the assignment must ensure 6 things are clear: clear people, clear work, clear responsibility, clear progress, clear products, clear authority” to make it easy to check, easy to evaluate, easy to urge”. In addition, continue to effectively carry out the patriotic emulation movement, including the peak emulation period of “500 days and nights of emulation to complete 3,000km of expressway”.

At the same time, the Prime Minister noted that accelerating progress must be associated with ensuring quality, technique, aesthetics, safety, and environmental sanitation; focusing on creating landscapes and common spaces for projects; strengthening management, inspection, supervision, and improving the quality of works.

It is expected that major projects across the country will be simultaneously started and inaugurated on August 19.

On August 19, 2025, the Ministry of Construction will coordinate with provinces, cities, and corporations to successfully organize groundbreaking and inauguration ceremonies for projects nationwide. Prime Minister Pham Minh Chinh requested good preparation for groundbreaking and inauguration ceremonies for large-scale projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

In Vinh Long, Mr. Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Vinh Long Provincial People's Committee said that the province is coordinating with the My Thuan Project Management Board to inaugurate Rach Mieu 2 Bridge on August 19. Currently, Vinh Long does not have any expressway projects passing through. However, the province has coordinated closely with project management boards and contractors to serve the sand source to meet the requirements of the projects. Currently, the projects in the province are also lacking in raw materials. Therefore, we hope that central ministries and branches will study to have mechanisms to apply the sources of filling materials. The province also coordinates closely with project management boards to implement programs, moving towards planning the raw material areas, avoiding being passive in the source of filling materials.
