Breakthrough in granting autonomy to 2 national universities

The Prime Minister has just signed and issued Decree 201/2025, regulating the functions, tasks and powers of the National University (replacing Decree 186/2013).

According to Decree 201/2025, VNU is positioned by the Government as one of the strategic hubs for universityeducation ; responsible for coordinating and ensuring connectivity between member units, affiliated units and subordinate units.

Regarding personnel, VNU Hanoi and VNU Ho Chi Minh City conduct the process of appointing and dismissing the chairman of the university council, director, and vice director, but must report to the Ministry of Education and Training for submission to the Prime Minister for approval.

Regarding financial work, VNU is a level I budget unit assigned by the Prime Minister to budget estimates; implement unified management of budget allocation and assignment to member units, affiliated units and subordinate units; and be responsible for accounting and budget settlement of VNU according to current state budget laws.

Decree 201 takes effect from September 1, 2025, with many breakthrough contents.

The new Decree clearly states that the Ministry of Education and Training continues to perform the state management function together with the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the National University is located, within the scope of functions as prescribed by the Government and in accordance with the law. The National University works directly with ministries, ministerial-level agencies, government agencies, and provincial and municipal People's Committees to resolve related issues. When necessary, the National University reports to the Prime Minister on issues related to the school's operations and development; provides information and reports to serve the inspection and examination activities of relevant ministries, branches and People's Committees at the provincial level where the National University, its member units, and its affiliated units are located in accordance with the law.

In Articles 2 and 3 of Decree 201/2025, VNU is granted a high degree of autonomy in the fields of training, scientific research, organizational structure, finance, international cooperation and high-quality human resource development. VNU has the right to develop its own training regulations, develop advanced and talented programs, conduct extensive international cooperation and effectively connect scientific and technological resources and innovation to carry out the mission of national development...

According to the new decree, VNU is allowed to issue regulations on the working regime of lecturers and researchers in accordance with the provisions of law applicable to VNU to attract and promote high-quality human resources domestically and internationally. The decree also stipulates that VNU is given the initiative in using human resources to ensure the needs of teaching, scientific research and business administration.

VNU is proactive in developing training regulations for all levels of university education with the goal of developing and improving the quality of university education. VNU is proactive in developing and implementing practical, specialized, special, gifted and talented training programs at all training levels; proposing and implementing national science and technology programs...

The National University is responsible for setting tuition fees according to Government regulations. The National University manages, operates, uses and shares financial resources, human resources, facilities and other assigned resources, ensuring organicity, consistency and efficiency.

Decree 201/2025 also emphasizes the mobilization of social resources to build the National University into a research-oriented university education institution of regional and international stature.
