Notably, the marine and coastal industries and renewable energy sector have become breakthrough areas in development, making a significant contribution to marine economic growth, accounting for 74.2% of the province's total electricity production. The province has attracted investment in 47 renewable energy projects with a total capacity of over 2,800 MW in coastal areas, of which 40 projects/2,500 MW have been connected to the grid, generating nearly 7 billion kWh of electricity. The province is also striving to attract capable investors to develop infrastructure for coastal industrial zones and clusters, aiming to form and develop economic centers; especially in the Southern key economic region and the Ca Na Industrial Park. A prime example is the Ca Na General Port project, invested by Trung Nam Investment - Construction Joint Stock Company, with a total capital of over 5,600 billion VND and a planned area of 85.52 hectares. It includes two berths capable of handling general cargo, containerized cargo, and bulk cargo with a deadweight capacity of up to 100,000 DWT. Phase 1 of the project, operational since 2022, has already handled over 1 million tons of cargo.
According to assessments, the Ca Na integrated seaport opens up large-scale maritime connections, not only for Ninh Thuan but also for provinces in the region and internationally. The port plays a key role in expanding the transportation and logistics chain for goods, equipment, and raw materials, especially from existing energy projects and upcoming key projects such as the two Ninh Thuan nuclear power plants, the LNG gas power plant, and offshore wind power plants. The tourism and marine services sector has overcome difficulties during the pandemic and continues to develop. Marine tourism continues to leverage its advantages, attracting the attention of many strategic investors, with several large-scale projects coming into operation, contributing to attracting more and more tourists. Tourism infrastructure has been upgraded and improved, and service quality has been enhanced; key projects have been accelerated, with many large-scale, high-quality projects coming into operation, such as: Nam Nui Chua Tourist Area, Nara Binh Tien; Hoan My, Long Thuan, TTC...
By the end of 2024, the province had 212 accommodation establishments serving tourists with 4,686 rooms. The coastal tourism space continued to expand and develop. Many high-quality, unique, and diverse tourism products and types with high added value have emerged. The province's tourism activities have made remarkable progress, with a rapid increase in the number of tourists, gradually narrowing the gap with neighboring provinces and making tourism a key economic sector. The province has also approved the general planning project for the construction of the Ninh Chu National Tourist Area, with a total land area of approximately 10,200 hectares and a tourism and service exploitation area of approximately 2,000 hectares at sea. This tourist area stretches 105 km along the coastline of coastal localities. The Ninh Chu National Tourist Area will play a crucial role in promoting socio-economic development, especially the tourism industry, of Ninh Thuan and the South Central coastal region. In addition, the locality is currently focusing on implementing planning and mobilizing investment resources into large-scale coastal urban and tourism areas, with the goal of having 12 urban areas by 2030, including 6 coastal urban areas: Phan Rang - Thap Cham, Vinh Hy, Thanh Hai, Khanh Hai, Son Hai, and Ca Na. These urban areas are planned with an interwoven spatial structure, combining urban and tourism, possessing unique characteristics and being environmentally friendly. A prime example is the Binh Son - Ninh Chu coastal urban area project (Phan Rang - Thap Cham City), with a scale of over 54 hectares and a total investment of over 17,000 billion VND, including 1,000 townhouses and villas, 10,000 apartment units, and a chain of 3-5 star hotels and tourist apartments. The investor, Hacom Holdings Joint Stock Company, is accelerating the construction of townhouses, shophouses, hotels, social housing, shopping centers, and international hospitals... aiming to contribute to urban economic growth and coastal tourism, and to contribute to the outstanding development goals of Vietnam in general and Ninh Thuan in particular.
The fisheries sector has made its mark with increasing production. The province is shifting towards increasing aquaculture and reducing fishing; increasing offshore fishing and decreasing inshore fishing; focusing on increasing industrial, intensive, super-intensive, and high-tech farming, while reducing natural and extensive farming. The province currently has 2,453 fishing vessels 6 meters or longer, of which 889 are 15 meters or longer, meeting the requirements for offshore fishing. In 2024, the province's fisheries production reached over 132,696 tons, exceeding the target set in the resolution. The policy of developing Ninh Thuan into a center for high-quality shrimp seed production has achieved its goals; production capacity has increased rapidly, and the market has expanded. In 2024, the production of aquatic seeds reached over 45.1 billion individuals, with Ninh Thuan's shrimp seeds supplying over 30% of the national demand. Aquaculture, particularly deep-sea farming and the application of high technology, has been initially implemented, and the policy of shifting from commercial shrimp farming to high-value aquatic products has yielded positive results. According to economic experts, Ninh Thuan's vision and strategic direction for marine economic development are fundamentally comprehensive, on the right track, and gradually taking shape. Ninh Thuan is gradually becoming a strong marine economic center, with core activities including energy, renewable energy, seaports, tourism and coastal industrial zones, fisheries, and the development of urban and commercial areas linked to the South Central coastal economic belt; preserving and promoting the values of marine heritage and resources; and raising public awareness of the role of the sea and islands in economic development and national sovereignty protection.
