The Trau Quy Town Truck Terminal and Public Service Project (now the Trau Quy Town Truck Parking and Public Service Project) has been granted an investment certificate for more than 15 years, but up to now, more than 20,000 square meters of land are still lying dormant within the surrounding wall. At many meetings and meetings with voters, the people of Trau Quy Town have continuously requested the competent authorities to resolve the existing problems to put the project into operation soon, but after waiting for a long time, the project is still "stuck in place".
Vinafco Joint Stock Company (abbreviated as Vinafco Company) is the unit authorized by the Hanoi People's Committee to implement the Trau Quy Town Truck Terminal and Public Service Project with an area of 24,832m2. The site clearance was basically completed in 2014. For the remaining area that has not been cleared (680.9m2), Gia Lam District has issued a document instructing and requesting Vinafco Company to negotiate with households and individuals to receive the transfer of land use rights.
In Notice No. 294/TB-VP dated December 22, 2017 of the City People's Committee Office on the conclusion of the Vice Chairman of the City People's Committee on this project, the content is: For the area with residential land of households, Vinafco Company is responsible for promptly implementing the form of receiving transfer, leasing land use rights, receiving capital contribution in the form of land use rights with individuals and households within the scope of the construction investment project according to regulations.
However, this content was not implemented, causing the project to be delayed. In 2019, the Director of the Hanoi Department of Natural Resources and Environment (now the Department of Agriculture and Environment) issued Conclusion No. 1355/KL-STNMT-DTTr, stating that the delay in completing compensation and site clearance work was the responsibility of Vinafco Company; at the same time, requesting Vinafco Company to contact the Gia Lam District People's Committee to urgently organize compensation and site clearance; assigning Gia Lam District to develop a compensation and site clearance plan for an area of 680.9 square meters. However, by 2022, this had not yet been implemented, so the city's departments and branches continued to inspect the project implementation.
On November 21, 2022, the City's Interdisciplinary Inspection Team issued Decision No. 9019/BC-DKTraLN, requesting Vinafco Company to contact Gia Lam district to carry out compensation and support for the area that has not been cleared...
Regarding this issue, Head of the Department of Agriculture and Environment of Gia Lam District Nguyen Van Hoi informed that the project's site clearance has been prolonged because the investor had not been determined to receive land transfers from households within the project's scope of implementation, despite the District People's Committee's many instructions, urgings, and reminders. After the city and the interdisciplinary inspection team issued conclusions and instructions, the investor is currently contacting the district to carry out site clearance for the remaining area.
According to the investor representative, the process of planning and supporting the company's resettlement encountered difficulties because the area of 5,206 square meters of land within the road opening boundary assigned to the company by the City People's Committee includes residential land of 8 households. Clearing this area requires a resettlement land fund, but Gia Lam district has not yet built a common resettlement area for the projects, so there is no land fund to arrange for the households. Therefore, clearing the residential land of the above 8 families encountered difficulties, affecting the progress of the project implementation.
The amount of money Vinafco Company has paid for site clearance is quite large, but after many years, the land has not been allocated for investment in construction and operation of the project. In recent years, the company has sent many documents to the competent authorities proposing solutions. Accordingly, at the end of 2024, the project will be allowed to be divided into investment phases. Phase 1 will be implemented according to the scale of the area that has completed site clearance; Phase 2 will clear the remaining area...
Most recently, on March 19, 2025, the company sent Gia Lam District People's Committee Document No. 031/2025/CV-VFC/DA reporting the results of specific tasks under the direction of departments and branches. Currently, the investor is actively continuing to implement the requirements of the authorities to implement the project and is looking forward to receiving help from competent authorities.
Thus, after a long time with the focus on the resolution of the city and departments, the project has partially resolved its difficulties. It is recommended that the investor be more urgent in resolving the existing problems so that the cleared area will no longer fall into the current situation of prolonged waste...
