The Ho Chi Minh City - Moc Bai expressway project has begun the bidding process to select an investor.

The Project Management Board for Investment and Construction of Transport Infrastructure (hereinafter referred to as the Transport Board) has just released detailed information on the progress of the Ho Chi Minh City - Moc Bai Expressway Investment Project.

Specifically, for Component Project 1: the construction phase under the public-private partnership (BOT contract) model, the investor interest survey has been completed, resulting in 3 investors submitting expressions of interest, including 2 foreign investors.

Currently, the Department of Transportation has reported to the City People's Committee for consideration and decision on the method of selecting the investor.

The bidding process to select an investor is expected to take place from November 2025 to February 2026.

Component Project 2: Investment in the construction of access roads and overpasses. The Transportation Department is currently submitting the technical design and cost estimate documents for appraisal. A bidding process to select a contractor is expected, with construction scheduled to begin in November 2025.

Component Project 3: Compensation, support, and resettlement for the section passing through Ho Chi Minh City is currently undergoing the approval process for compensation plans, with payments to residents expected to begin in November 2025 and land handover scheduled for the end of November 2025.

Component Project 4: Compensation, support, and resettlement for the section passing through Tay Ninh province has handed over the first phase of land to the investor, with the remaining portion to be handed over by the end of 2025.

With the current progress, the Department of Transportation stated that it will ensure the commencement of the main road section in March 2026.

The Ho Chi Minh City - Moc Bai expressway investment project has a length of 51 km; phase 1 will involve the construction of 4 lanes with a design speed of 120 km/h.

The project has a total investment of VND 19,617 billion, of which VND 9,943 billion is the investor's responsibility to arrange. The remaining VND 9,674 billion is the state's contribution to land clearance (VND 2,872 billion from the central budget; VND 6,802 billion from the Ho Chi Minh City budget).

Upon completion, the Ho Chi Minh City - Moc Bai expressway will shorten travel time, reduce transportation costs, attract investment into the Moc Bai industrial and urban chain linked to the Trans-Asian economic corridor, and promote trade with Cambodia and the ASEAN region.
