The Ho Chi Minh City – Moc Bai expressway project is entering a crucial phase with compensation, support, and resettlement efforts aimed at ensuring the commencement of construction in 2025.

According to the Prime Minister 's Decision, the investment project to build the Ho Chi Minh City - Moc Bai expressway (phase 1) under the public-private partnership method (BOT contract) has a total compensation, support, and resettlement cost of 5,270 billion VND for the section passing through Ho Chi Minh City.
The project passes through Cu Chi district with a total length of 24.7 km, affecting 1,877 households and requiring the acquisition of approximately 182.25 hectares of land.
From September 17th to 19th, 2024, the People's Committee of Cu Chi District, in coordination with the Project Management Board for Investment and Construction of Transportation Works (Transportation Board) and relevant units, organized a campaign to raise awareness and encourage people to agree with the policy of implementing the project.
On September 30, 2024, the District People's Committee issued a notice regarding land reclamation from affected households.
The inventory and recording of the current status of land and assets attached to the land has progressed well, with 99.36% of the 1,877 cases completed.
In addition, the People's Committee of Cu Chi District is urgently verifying the origin of the land to ensure that the decision on land acquisition, compensation, and resettlement is issued according to plan.

In February and March 2025, the work of marking and handing over project boundaries is being implemented along the entire route. By March 4, 2025, Ho Chi Minh City had marked 99.4% of the boundary markers within its territory, while Tay Ninh province had completed 88%.
It is expected that all marker posts along the expressway will be completed by the end of March 2025.
Regarding compensation, support, and resettlement plans, the Ho Chi Minh City People's Committee is expected to approve component project 3 in March 2025. By July 2025, the Cu Chi District People's Committee will approve the compensation, support, and resettlement plan and proceed with payment, land acquisition, and ensure the handover of at least 173.2 hectares of land before August 2025.
According to the plan, component project 2 – investment in the construction of service roads and overpasses – will commence on September 2, 2025. Meanwhile, component project 1 – construction of the Ho Chi Minh City – Moc Bai expressway (phase 1) – is expected to commence in January 2026.
To facilitate resettlement, the People's Committee of Cu Chi District proposed the construction of a resettlement area in Pham Van Coi commune with an area of approximately 23.73 hectares.
Currently, the Ho Chi Minh City People's Committee is considering approving the investment plan, creating conditions to complete the technical infrastructure of the resettlement area, and ensuring the overall progress of the project.
Four investors compete for a spot on the expressway.
The Transport Department announced that the survey of investor interest in the Ho Chi Minh City - Moc Bai expressway project has been completed, with four investors registering, including two foreign investors.
The Board is currently reporting to the People's Committee of Ho Chi Minh City for consideration and decision on the method of selecting investors, which will serve as the basis for implementing the next steps.
