Sunny and dusty, rainy and muddy.

The Tu Thiet - Binh Quy road starts at its connection point to the existing, fully developed Tieu La road and ends at its connection point to Huynh Thuc Khang road (part of National Highway 14E). The road has a total length of 839.25m.

Every day, the road is heavily used by people and vehicles because it lies on the main traffic artery connecting the Ha Lam intersection to the Thang Binh district administrative center and bordering National Highway 14E. After many years of use, coupled with the rapidly increasing volume of traffic, this road has deteriorated severely.

Thang Binh District has mobilized investment resources to upgrade and expand a section of Tieu La Road. The section connecting Tieu La Road to National Highway 14 was approved by the District People's Committee on December 11, 2020, and the revised plan was approved on August 13, 2021, with a total investment of nearly 20 billion VND. The project was scheduled for implementation from 2021 to 2023. However, due to difficulties in land clearance, on March 11, 2024, Thang Binh District agreed to adjust the implementation time to 2021-2025.

Observations reveal that the road surface is crumbling, with numerous potholes and large depressions, posing a significant traffic safety hazard. During the dry season, every time a car passes by, a cloud of dust rises.

Dust is polluting the living environment of households and businesses along the route. Many residents have put up signs with the urgent message: "Dusty road, please drive slowly."

Mr. Ngoc Chau, a local resident who has traveled this route many times, said: "It's manageable when it's sunny, but during the rainy season, water accumulates, making it very difficult for people to travel."

Why the silence?

Despite the revised implementation schedule starting in March 2024, the construction site of the Tieu La road project (Tu Thiet - Binh Quy) remains quiet to this day.

The Thang Binh District Land Development and Industrial Services Center stated that the compensation and land clearance work for the project was previously assigned to the Quang Nam Land Development Center. However, due to objective difficulties, the Quang Nam Land Development Center has requested to withdraw from the assigned task.

On September 16, 2024, the People's Committee of Thang Binh District decided to assign the task of compensation, support, and resettlement for the project to the Thang Binh District Land Fund and Industrial Service Development Center.

According to statistics from the Thang Binh District Land Development and Industrial Service Center, the total number of households affected by the project is 161 (84 households in Binh Quy and 77 households in Ha Lam).

The district has approved compensation and support plans for 16 cases (15 households have received money); 16 cases involving land managed by the commune are not eligible for compensation. Meanwhile, 127 cases have had their difficulties and obstacles resolved, allowing for transparent pricing.

Specifically, 93 cases have had their compensation and support prices publicly applied according to the regulations of the 2013 Land Law, but have not yet been submitted for approval; 34 cases have had their difficulties and obstacles resolved but have not yet had their prices publicly applied according to the old regulations. In addition, there are 2 cases in Binh Quy commune with legal issues, and the district has directed the commune to work with relevant departments and units to resolve them completely.

As someone who actively supports the general policy, Mr. Nguyen Tien Dung (residing in Quy Thanh 2 village, Binh Quy commune) shared that this is a vital road connecting the western region with the Thang Binh district center. Now, the road is severely degraded, affecting urban aesthetics and posing a traffic safety hazard.

In many cases, people, especially students and the elderly, have fallen into the sinkholes, leading to tragic accidents. Therefore, it is very urgent for the district to invest in upgrading and expanding the road. Consequently, Mr. Dung's family agreed and supported the project, signing a commitment to hand over the land first and receive compensation later.

It can be affirmed that the completion of the Tieu La (Tu Thiet - Binh Quy) road project will have a significant impact on the urban landscape of Ha Lam, resolving many pressing issues for the people and facilitating trade and transportation.

According to Ms. Phan Thi Nhi, Vice Chairman of the People's Committee of Thang Binh District, the project has been delayed due to obstacles in land clearance. The district is urgently preparing the necessary documents in accordance with Decision No. 31 dated October 25, 2024, issued by the Provincial People's Committee, which promulgates regulations on compensation, support, and resettlement when the State recovers land in Quang Nam province. After that, the locality will proceed with the next steps.

The Tieu La (Tu Thiet - Binh Quy) road project has a total construction length of 839.25m. The cross-section is 14.5m wide, including 2m wide sidewalks on each side and a 10.5m wide road surface. The road surface is constructed of 7cm thick asphalt concrete on a crushed stone base. A longitudinal drainage system is installed along both sidewalks. The investor is the Thang Binh District Urban Project Management Board.
