On October 3rd, Mr. Le Thanh Ut, Chairman of the People's Committee of Ben Luc district, Long An province, announced that the inventory and counting of households affected by the project to upgrade and expand provincial road 830C connecting to Ho Chi Minh City has been completed.
As a result, 1,289 plots of land belonging to 792 individuals and organizations in Tan Buu, Thanh Phu, My Yen communes and Ben Luc town, with an area of over 68,886m2, will be reclaimed for the project.
Provincial Road 830C, connecting to Ho Chi Minh City, will be upgraded and expanded to six lanes.
According to the investment policy and the land price list issued with Decision 74/2019 of the Provincial People's Committee, the total compensation and land clearance cost is approximately 220 billion VND.
However, after a public meeting to announce the policy and issue land acquisition notices, the affected households disagreed with the compensation plan based on the land price list issued under Decision 74/2019 of the Provincial People's Committee.
The households petitioned the government to compensate them for their land at market prices. They also proposed compensation based on the prices of ongoing projects in the district, such as the Ho Chi Minh City Ring Road 3 project, Provincial Road 830E, and the Ecopark ecological urban area project.
According to Mr. Ut, the District People's Committee has requested the Provincial People's Committee and the Department of Transport to consider implementing compensation and land clearance for the project at market prices to ensure the rights and fairness of the households. This will prevent comparisons between households affected by the Provincial Road 830C project and other projects, and create consensus among households regarding land clearance when the project is implemented.
Speaking with a reporter from Giao Thong Newspaper, Mr. Dang Hoang Tuan, Director of the Long An Department of Transport, said: "During the working session with the Chairman of the Provincial People's Committee and Ben Luc district, the Department also proposed and submitted a report to the Department of Planning and Investment for compilation and submission to the Provincial People's Committee for approval of the project adjustment."
Specifically, the proposal suggests adjusting the project implementation timeline from 2023-2025 to 2024-2027, with construction commencing in 2026. Previously, the plan was to start construction at the end of December 2024.
The project to upgrade and expand Provincial Road 830C has a total length of over 9km, passing through the communes of Thanh Phu, Tan Buu, My Yen and Ben Luc town, with a total cost of 971 billion VND, of which land clearance costs are approximately 220 billion VND.
The project has a scale of 6 lanes, including 4 lanes for cars and 2 lanes for non-motorized vehicles, with a central median, sidewalks on both sides, and a synchronized technical infrastructure system. The land clearance area is 30m, measured from the center of the road outwards 15m on each side, according to urban road standards.
Upon completion, it will connect to Ho Chi Minh City, National Highway 1, Ring Road 3, Ring Road 4 of Ho Chi Minh City, as well as the transportation system within the district and the surrounding area. This will also contribute to gradually synchronizing the transportation infrastructure system in the province, serving socio -economic development in the province and the region.
