Currently, the province has 54 tourist attractions recognized by the Provincial People's Committee. The policy of not organizing at the district level has a certain impact on the development space and tourism brand of each locality.
Mr. Nguyen Dang An, Director of the Department of Culture, Sports and Tourism (DOCST) said: The arrangement of administrative units and the organization of a 2-level local government model is a major, strategic policy of the Party and the State to optimize the apparatus, improve the efficiency, effectiveness and efficiency of state management. For the tourism industry, we see this as both a challenge and an opportunity for Lang Son tourism to make a breakthrough and develop more sustainably. We have been reviewing and consulting on adjusting the goals, tasks and solutions of the Lang Son Tourism Development Project to 2030. The focus is on adjusting and identifying administrative units formed after the arrangement with provincial-level tourist attractions. This is very important because it will reshape the management, investment and development of tourism products according to a more comprehensive and connected vision.
Implementing the direction of the Ministry of Culture, Sports and Tourism and the Provincial People's Committee on reviewing, adjusting and implementing the determination of administrative units formed after the reorganization in the tourism sector, the Department of Culture, Sports and Tourism has advised on the implementation of contents under the authority and responsibility of the locality and the industry as required.
Accordingly, since May 2025, the Department of Culture, Sports and Tourism has assigned the Tourism Management Department to coordinate with the Department of Culture, Science and Information at the district and city levels to review and identify administrative units formed after the reorganization with provincial-level tourist attractions. Up to now, the Department of Culture, Sports and Tourism has deployed an official dispatch guiding the functions, tasks and powers of the Department of Culture and Society, under the People's Committee at the new commune level, including the tourism sector.
Mr. Khong Hong Minh, Vice Chairman of Huu Lien Commune People's Committee said: Implementing the guidance of the Department of Culture, Sports and Tourism, we have currently researched and received some contents on management authority in the tourism sector, for example, the assessment of facilities at accommodation establishments and homestays has been transferred to the specialized Department of Culture and Society at the commune level. In particular, regarding the right to use the certification mark "Dong Lam - Huu Lien Tourism", we have made recommendations to the Department of Science and Technology to propose the Intellectual Property Office to adjust the scope of recognition of the mark to be wider, in accordance with the administrative boundaries of the new Huu Lien commune.
When the tourism space changes, the tourism development policy of each locality must also be adjusted, in order to develop a unique tourism brand. Ms. Pham Thi Thuan, Head of the Department of Culture and Society of Dong Kinh Ward emphasized: We have conducted a comprehensive survey and assessment of the tourism resource system in the area, from tourism development policy, development status to goals, tasks, solutions, all of which have been carefully studied to ensure that tourism management activities in the area are operated smoothly. Specifically, the new Dong Kinh Ward includes the entire natural area and population of Vinh Trai Ward, Dong Kinh Ward, Mai Pha Commune (old Lang Son City) with strengths in cultural and spiritual tourism and Yen Trach Commune (old Cao Loc District) with strengths in ecological and agricultural tourism. Based on the actual situation, the ward's tourism development strategy will be adjusted in accordance with the "Tourism Development Project of Lang Son Province to 2030" while still ensuring the coverage of outstanding tourism values.
Along with reviewing and re-evaluating the tourism resource system after the district level unit is completed. Currently, businesses and travel agencies are ready to coordinate and link with new communes and wards in promoting and developing new tourism products.
Mr. Ngo Manh Tung, Vice Chairman of the Provincial Tourism Association, said: The rearrangement of administrative units is a challenge but also a good opportunity for localities to build new tourist routes, enrich tourism products and enhance the value of destinations. However, to develop tourism effectively, the most important thing is still the operating mechanism and policies. I think that when new communes and wards come into operation, they need to quickly stabilize the management apparatus and develop specific policies for tourism activities in the context of expanding boundaries and resources. At the same time, it is necessary to cooperate with travel businesses to design tourist routes and destinations suitable to market demand; deploy methodical tourism promotion and communication activities on digital platforms...
With the initiative of all levels and sectors and the consensus of organizations and individuals, we believe that Lang Son will maximize its tourism potential, making tourism an important resource, contributing to the sustainable development of the province in the new period.
