According to VTC News reporters at the People's Committee of Saigon Ward (HCMC) from 7am on July 1, the number of people coming to the headquarters was much larger than usual. The reception room, the civil status department, land and insurance departments were all full.
Mr. Bui Truong Giang - Deputy Director of Saigon Ward Public Administration Center said that when it came into operation, the center clearly defined its motto of putting people and businesses at the center of all service processes. All administrative procedures are carried out in accordance with legal regulations, while ensuring quick resolution, minimizing the need for people to travel multiple times.
“We receive documents at the center and transfer them to specialized departments and offices for processing according to a closed process. In case the documents are incomplete, the staff will guide people to supplement them only once within a specific time, in accordance with the provisions of the law,” Mr. Giang informed.
After completing the process of receiving and returning the results of the application, the Public Administration Center will conduct a survey on the satisfaction level of people and businesses to promptly record their comments and contributions, thereby improving the quality of service.
According to some residents, they think that the operation of the two-level government at ward and city levels makes them healthier, "no longer having to run back and forth between the ward and district like before". All procedures, from simple to complex, are handled right at the ward.
It is worth mentioning that many couples choose this special day to register their marriage. Partly because it coincides with the first day of the two-tier local government system, and partly because they want to mark this day as a milestone.
At the civil status department, the number of marriage registration applications increased dramatically on the morning of July 1. In the morning alone, nearly 10 couples completed the procedures.
Ms. Nguyen Thi Thuy Anh and her fiancé, Mr. Nguyen Tri Trung, arrived at the ward People's Committee at 8:00 a.m. They chose July 1 to register their marriage because it was a "good day" for the country.
“Today is a special day, so my husband and I also wanted to choose a special day of the country to make it a special day for the family. At first, we were a bit hesitant, because we thought the first day of operating the new model might have problems, but when we arrived, we saw that the system was still running smoothly, and we felt very satisfied." Ms. Thuy Anh said.
When asked about his expectations for the new administration, Mr. Trung expressed: “Coming here, we saw that the staff worked very smoothly and enthusiastically, and the procedures were quick and easy. We hope that with this change, the administrative procedures for the people will be simpler and faster, making life more convenient."
Ms. Ngo Hong Anh, who also came with her fiancé to register their marriage, said that this was just a coincidence, but it was that special coincidence that brought joy to both of them.
“We originally planned to get married this weekend. But when we heard that today was the first official day of the new government, we went to see what was going on. And now we are very happy, because this is the day the country changed, and it also marks a turning point for both of us.” Ms. Hong Anh shared.
Switching to a two-tier government model has helped reduce many intermediaries. People have less to do and documents are processed faster. Today, all received documents are processed on time, with no backlog.
The first day's records show that the operation of the local government model has initially shown effectiveness. Administrative procedures were smooth, and people expressed satisfaction. For many couples, July 1, 2025 not only marked a change in state management, but also the day they officially began a new journey of their own.
