Draft Law on the Capital City (amended): Paving the way for culture to lead development.

Associate Professor Bui Hoai Son, a full-time member of the National Assembly's Committee on Culture and Society, believes that with thorough preparation and a long-term vision, the regulations in the draft revised Law on the Capital City will contribute to removing barriers and creating a favorable environment for the development of the cultural industry.

On the evening of March 21st, during a special news program of the Hanoi Press and Broadcasting Agency on the topic "Amending the Law on the Capital City - Perfecting the Institutions for Hanoi's Development in the New Era," in a live discussion at the ancient villa at 49 Tran Hung Dao Street, Associate Professor Bui Hoai Son - a full-time member of the National Assembly's Committee on Culture and Society - stated that it is necessary to amend the Law on the Capital City to facilitate the institutional development of culture in the coming period.

Regarding specific mechanisms and policies to preserve cultural values ​​while promoting the development of the cultural and creative industries, Associate Professor Bui Hoai Son stated that amending the Law on the Capital City should not only remove bottlenecks but also create new directions and a new institutional framework so that culture can play a leading role in the country's development, aiming towards becoming a major city in the world .

The draft revised Law on the Capital City includes many major policies related to cultural development. For example, the draft law assigns the City People's Council the authority to regulate policies supporting the development of commercial-cultural zones, cultural industrial zones, and cultural institutions. Simultaneously, there are preferential policies and support for those working in the cultural field, such as artisans, intangible cultural heritage, artists, athletes, and coaches. In addition, there are mechanisms to mobilize social resources for cultural development.

The draft revised Law on the Capital City also delegates authority to the City People's Committee in several areas, such as compiling and inventorying heritage sites in areas where factories are relocated, urban areas are cleared, or areas undergoing demolition. These regulations are of great significance in preserving and promoting the cultural values ​​of the Capital City in the future.

"Regarding the breakthroughs in the draft Law, I highly appreciate the policies related to the cultural industry. In fact, recent times have shown that the cultural industry has made significant progress, and Hanoi is playing a leading role in the development of the cultural industry nationwide. Therefore, if there are more strong support policies for this sector, Hanoi's leading and regulatory role will become even clearer," Associate Professor Bui Hoai Son shared.

Expressing his views on superior policies for Hanoi to lead the cultural development of the entire country, Associate Professor Bui Hoai Son suggested that Hanoi needs to clearly demonstrate its role through preferential and outstanding policies. Policy development should focus on key areas that are both advantages of the capital city and bottlenecks that cultural institutions and the cultural industry are currently facing.

"When policies are designed correctly and effectively, Hanoi will have more opportunities to create new values," Associate Professor Bui Hoai Son stated.

In reality, focusing on developing areas such as trade linked to culture or the cultural industry will contribute to the formation of a favorable legal framework. This is also one of the important issues that Vietnam's cultural sector needs to address in order to effectively utilize its existing potential.

In recent times, especially in 2025, many cultural products such as films, music, and other areas of the cultural industry have shown a strong growth trend. According to Associate Professor Bui Hoai Son, continuing to nurture this trend, while leveraging the advantages of the capital city – a place rich in history, heritage, and unique cultural values ​​– will contribute to spreading and honoring cultural values, thereby promoting sustainable development.

Associate Professor Bui Hoai Son noted that this development orientation is also supported by important resolutions on culture and the development of the capital city. By focusing resources on cultural fields and cultural industries, Hanoi will have new impetus for development. Through this, the capital city will not only enhance its role as a cultural center but also continue to lead the overall development of the country through cultural values, policies for developing cultural industries, and commercial spaces linked to culture.

Associate Professor Bui Hoai Son believes that, with thorough preparation and a long-term vision, the regulations in the draft revised Law on the Capital City will contribute to resolving bottlenecks in public-private partnership mechanisms, land use, and many other related policies. Once these obstacles are overcome, the development environment for the cultural industry will become more open and favorable.

"More importantly, creative startups will have more opportunities to thrive, and Hanoi's cultural and industrial ecosystem will be nurtured and expanded. From there, we can expect the formation of more and more cultural businesses, contributing to the strong development of the capital's culture as well as Vietnamese culture in the future," Associate Professor Bui Hoai Son stated.
