Vietnam ranks 5th in ASEAN in “ Government AI Readiness Index”
More than 4 years ago - on January 26, 2021, the Prime Minister issued Decision No. 127/QD-TTg on the National Strategy on Research, Development and Application of AI to 2030 (referred to as the AI Strategy). The AI Strategy sets the general goal of promoting research, development and application of AI, making AI an important technology field of Vietnam in the Fourth Industrial Revolution.
The AI Strategy sets the goal that by 2030, Vietnam will become a center for innovation, developing solutions and applying AI in the ASEAN region and the world, making AI an important technology field in Vietnam; Vietnam strives to be among the top 4 countries in the ASEAN region and the top 50 countries in the world in research, development and application of AI; build 10 prestigious AI brands in the region; develop 3 national centers for Big Data storage and high-performance computing; connect domestic data center systems and high-performance computing centers to form a network to share big data and computing capacity for AI; form 50 open, interconnected and connected data sets in economic sectors and socio-economic fields to serve research, development and application of AI. At the same time, by 2030, Vietnam will have established 3 national innovation centers on AI; have at least 1 representative in the ranking of the top 20 research and training institutions on AI in the ASEAN region...
To achieve the above goals, the AI Strategy sets out the following directions: Building a system of legal documents and legal corridors related to AI; developing an AI ecosystem; promoting the application of AI; promoting international cooperation in the field of AI. The AI Strategy has set out tasks and solutions and assigned them to ministries, branches and units for implementation.
To implement the IT Strategy, up to now, many ministries, ministerial-level agencies, provinces and cities have issued plans to implement the IT Strategy or integrated the implementation into programs, plans and tasks on information technology (IT) application, digital transformation and digital government development. At the same time, information and propaganda work has been promoted by ministries and agencies, contributing to raising awareness of leaders at all levels, sectors, localities, businesses and the whole society about IT.
Thanks to the attention and positivity of agencies, organizations and enterprises in implementing the AI Strategy, we have achieved some very encouraging initial results. The contributions of scientists and researchers in the field of AI in recent years have been recognized by society and the world; many products based on AI have been applied in life; many Vietnamese corporations and enterprises have paid attention to and invested heavily in AI and have gradually improved and enhanced the ability to access, absorb and master AI technology.
According to the assessment results and announcement in the report "Government AI Readiness Index" conducted by Oxford Insight, in 2023, Vietnam rose to 5th place in ASEAN, surpassing the Philippines (after Singapore, Malaysia, Thailand, Indonesia). In 2023, Vietnam had an average score of 54.48 points (in 2022 it was 53.96 and in 2021 it was 51.82 points), exceeding the world average, ranking 59th out of more than 193 countries and territories (in 2022 it was 55th out of 181 countries and territories).
State agencies actively and proactively carry out assigned tasks.
According to the assigned tasks, up to now, state agencies have proactively implemented the tasks and achieved very positive results. Specifically, the Ministry of National Defense has invested in 2 Internet Data Centers with a scale of more than 300 racks (equipment cabinets) in Hanoi and Ho Chi Minh City; 1 Data Center in the internal network with a scale of 170 racks in Hanoi; deployed a cloud computing ecosystem including 13 Data Centers with 9,000 racks on an area of 60,000m2 of floor space. It is expected that by 2030, it will increase to 34,000 racks; deployed ultra-broadband connections with a trans-sea fiber optic cable backbone to enable the deployment of IT platform services to users worldwide. The Ministry is also researching and building a model and project to establish a key research center on IT and data science in the Ministry of National Defense.

The Vietnam Academy of Science and Technology (VAST) is developing a project for a national center for data storage and high-performance computing (a task assigned under Decision No. 127/QD-TTg). Vietnam Television has put into operation a Data Integration Center (Data Center), designed according to Tier 3 standards, creating a shared IT infrastructure that allows the deployment of technology applications, including AI applications for management, operations, production and distribution of television programs.
The Ministry of Science and Technology has announced the “Openscience.vn Platform for Sharing and Managing Shared Science and Technology Research Data”, creating conditions for the domestic research community to contribute and share shared datasets, thereby allowing lecturers, students, and trainees in the field of data science and AI to exploit the platform for research, teaching, and training. Ho Chi Minh City has issued a plan to implement the Program “Research and Development of AI Applications in Ho Chi Minh City for the period 2020 - 2030”, including the establishment of a Center for Support, Development and Transfer of AI and the construction of a network of institutes and centers for research and development of AI at research and training institutions in the city.
In addition, a number of ministries, branches and localities have issued a list of shared databases such as the Ministry of Finance, Ho Chi Minh City, Da Nang, Hai Phong, Dak Nong, Binh Phuoc, Gia Lai, Ha Nam, Hung Yen, Lang Son, Nghe An, Quang Nam, Thanh Hoa. A number of ministries and branches have also researched to develop regulations on the list of professional databases that must be shared, shared and opened. At the same time, ministries, branches and localities have taken measures to promote the construction and sharing of data to serve the research, development and application of IT, forming shared databases, connecting with information systems, national databases on population, business registration, insurance, etc.
In particular, most recently, the Politburo issued Resolution No. 66-NQ/TW dated April 30, 2025 on innovating the work of law making and enforcement to meet the requirements of national development in the new era. Resolution 66-NQ/TW clearly stated the guiding viewpoint that the State ensures and prioritizes resources to invest in facilities, modernize technical infrastructure, and promote digital transformation.
To implement the above direction, Resolution 66-NQ/TW requested to strengthen digital transformation, application of IT, and big data in law making and enforcement.
Accordingly, prioritize resources for building and developing IT infrastructure, big data, applying digital technology, and AI to serve innovation and modernization of law-making and law enforcement, ensuring "correctness, sufficiency, cleanliness, liveness", connectivity, ease of exploitation, ease of use, information security, and state secrets. Timely and adequately allocate funds to build and immediately deploy the Project on building a big legal database and the Project on applying AI in the work of building, checking, and reviewing legal documents. Apply special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, and national digital transformation for digital transformation activities, application of AI, big data in the work of building and enforcing laws, etc.
