At noon on September 22, 2025 (local time), at the United Nations Headquarters (New York, USA), Politburo member and President Luong Cuong met with United Nations Secretary-General Antonio Guterres, on the occasion of attending the High-level General Debate of the 80th Session of the United Nations General Assembly, combined with bilateral activities in the US.
At the meeting, UN Secretary-General Antonio Guterres shared his assessment of the situation and multi-dimensional challenges facing the United Nations and the world , expressed his wish that countries strengthen cooperation to implement their commitments, and shared the need to reform and improve the effectiveness of the United Nations' operations.

Expressing his admiration for Vietnam's socio-economic development achievements and its growing position, the Secretary-General said that Vietnam is an excellent partner, actively participating and contributing to all priority areas of the United Nations, especially in peacekeeping, sustainable development, climate change response, and equitable energy transition.
The UN Secretary-General assessed Vietnam as an active member of the United Nations and a pillar of today's multipolar world, so he believed that emerging economies, including Vietnam, need to have a more worthy voice, representation and role in the global governance system.
Congratulating the Secretary-General on the 80th anniversary of the founding of the United Nations, President Luong Cuong affirmed that Vietnam believes in and supports multilateralism and the central role of the United Nations in global governance.
Sharing the Secretary-General’s assessment of the world situation, President Luong Cuong expressed his support for the reform of the United Nations and said that countries need to play a leading role in this process, and discuss thoroughly for comprehensive and transparent reform. At the same time, the President affirmed that Vietnam is ready to welcome the United Nations to set up headquarters and offices in Vietnam.
The President was pleased to announce that Vietnam has achieved many results and positive progress in socio-economic development and the implementation of the Sustainable Development Goals; the Just Energy Transition Partnership (JETP) is making positive progress, but still needs support from the United Nations and international partners.
On that basis, the President proposed that the United Nations increase technical support, train high-quality human resources, and mobilize resources for developing countries, including Vietnam, especially in accessing preferential climate finance, new-generation clean technology, and improving response capacity.
The two sides agreed to continue to deepen the Vietnam-United Nations and ASEAN-United Nations relations in the coming time, promoting ASEAN's central role in the security and development structure in the region, including resolving disputes in the East Sea by peaceful means, complying with the 1982 United Nations Convention on the Law of the Sea, as well as making common contributions to global issues.
The President and the Secretary-General jointly emphasized the historic significance of opening the signing of the United Nations Convention against Cybercrime in Hanoi at the end of October 2025.
