Removing geographical barriers when performing administrative procedures

In order to modernize the administrative system and create maximum convenience for people and businesses, Dak Lak province is determined to effectively handle administrative procedures (AP) regardless of administrative boundaries (ADB). The province aims to strive that by December 31, 2025, 100% of APs will be handled regardless of ADB within the province.

Aiming at a service-oriented administration, Dak Lak province has implemented many synchronous solutions to create breakthroughs in administrative reform, creating conditions for people and businesses to save time and costs, and improving satisfaction with the services of state agencies.

From May 2025, the Provincial Public Administration Service Center officially opened an online public service agency point, implementing administrative procedures without boundaries. The Center arranged 3 officers and civil servants to directly guide and serve people in resolving online administrative procedures without administrative boundaries, while actively digitizing records, completing databases, building effective internal processes, ensuring infrastructure and human resources are always ready... to serve organizations and individuals to perform administrative procedures.

Ms. Hoang Thi Tam, Deputy Director of the Provincial Public Administration Service Center, said: "Implementing administrative procedures without depending on the Administrative Department is an inevitable step to increase modernity and flexibility in state management. We support people to submit documents online, and documents and procedures outside the center's authority will be received and transferred to appropriate authorities for settlement."

Previously, in April 2025, the Provincial Public Administration Service Center signed a cooperation agreement to pilot the model of Online Public Service Agent in the province with BIDV Dak Lak Bank at transaction points and branches of BIDV in the province without charging fees, organizing support and guidance for organizations and individuals to submit administrative procedures online. This is the "extended arm" of the government, creating a breakthrough to expand the network of receiving public administrative services for people and businesses, breaking down geographical barriers, proactively serving, bringing public services closer to the people.

Currently, when operating a two-level local government, the implementation of administrative procedure settlement without depending on the administrative unit is an urgent requirement. People can choose one of the places to submit at the commune level, as long as it is most convenient for them.

People are guided to carry out administrative procedures without boundaries at the Provincial Public Administration Service Center.

Performing administrative procedures independent of administrative agencies allows organizations and individuals to submit documents and receive results of handling administrative procedures under the jurisdiction of administrative agencies online or directly at any one-stop department in the province.

In the current context, when the two-level government comes into operation, the implementation of administrative procedures that do not depend on administrative agencies is of increasing concern. To specify the goal of promoting digital transformation in handling administrative procedures, on August 1, 2025, Dak Lak province issued a Plan to review and promote the implementation of administrative procedures that do not depend on administrative agencies in the whole province. According to the roadmap, the province sets two important milestones: achieving at least 50% of administrative procedures implementing the non-administrative agency mechanism from September 1, 2025, then the goal will be to achieve 100% of administrative procedures applying this mechanism from December 31, 2025.

Dak Lak province has also approved a list of 1,408 administrative procedures to receive and return results regardless of the local administrative agencies. This shows the province's strong determination to modernize the administrative system, taking people's satisfaction as a measure of service efficiency, contributing to building digital government and digital society in the province.

To ensure this goal goes smoothly and effectively, the province focuses on many key solutions. Specifically, promoting the provision of administrative procedures in the electronic environment, digitizing 100% of records and results of administrative procedure settlement, completing the database to ensure "correct, sufficient, clean, and live" data; upgrading the Information System for Handling Administrative Procedures to allow officials at public administrative service centers to receive, process, and return results without depending on the administrative agencies. In addition to investing in technology, the province also focuses on training, fostering, and improving the professional capacity and skills of the staff, civil servants, and public employees; promoting communication about the benefits of implementing administrative procedures without depending on the administrative agencies...
