The Vietnam General Confederation of Labor has just issued Official Dispatch No. 4133 to central and equivalent industry unions and corporation unions on the organization of the union apparatus in accordance with the spirit of Resolution 60.

The Vietnam General Confederation of Labor implements the policy of streamlining the apparatus. The Presidium of the Vietnam General Confederation of Labor requests that central and equivalent industry unions and general corporation unions under the General Confederation of Labor arrange, dissolve, downgrade the organization, and terminate the activities of the executive committee, standing committee, and inspection committee of the direct superior trade unions at the grassroots level and the grassroots trade unions of administrative agencies, enterprises, and public service units receiving 100% of the state budget salary, and the armed forces.

According to the guidance of the Vietnam General Confederation of Labor, the time to complete the work of dissolving the trade union organization and ending the activities of the executive committee, standing committee, and inspection committee of the above-mentioned trade union must be before June 15.

Time to stop collecting union dues and trade union funds for union members, grassroots trade unions of administrative agencies, public service units receiving 100% of state budget salary, armed forces (not subject to the Vietnam General Confederation of Labor) from June 1.

The order and procedures for organization arrangement, dissolution and downgrading shall comply with the provisions of the Vietnam Trade Union Charter and implementing guidelines.

Regarding union cadres and cadre policies, units shall synthesize the number of full-time union cadres, including the expected number of people transferred to central and equivalent industry unions, and general corporation unions under the Vietnam General Confederation of Labor to continue working; the number of people who have submitted resignations or transferred to other jobs as desired; propose plans for job arrangement, resolve cadre policies, and report to the Presidium of the Vietnam General Confederation of Labor for consideration and direction.

For full-time union officials who are not on the civil service payroll, they must proactively coordinate with the employers of the unit or enterprise to propose to the Party Committee of the central ministry or branch to arrange suitable work.

The Vietnam General Confederation of Labor also requires units to do a good job of political and ideological work for cadres, union members and workers when implementing the arrangement and streamlining of the organizational apparatus according to the general policy of the Party, State and the Vietnam General Confederation of Labor.

The arrangement, dissolution of the organization, and termination of the activities of the executive committee, standing committee, and inspection committee of subordinate trade unions shall be considered and decided by the standing committee of the central and equivalent industry trade unions and the general corporation trade unions under the General Confederation of Labor.

Regarding finance and assets of trade unions, the Vietnam Civil Servants' Trade Union is subject to termination of operations, in accordance with Notice 308/TB-TLĐ dated May 21.
