Using fake radio stations to send scam messages

On September 1, the Investigation Police Agency of Vung Tau City Police (Ba Ria - Vung Tau province) announced that it had prosecuted and temporarily detained ZZ (born in 1980, Chinese nationality, current residence: Thang Tam ward, Vung Tau city) to investigate the act of "Illegal intrusion into computer networks, telecommunications networks or electronic devices of others".

Previously, in early August 2024, after receiving information about signs of using fake BTS mobile transmission stations to spread messages in Vung Tau City, Ba Ria - Vung Tau Provincial Police coordinated with the Department of Professional Affairs under the Ministry of Public Security to quickly deploy professional measures, modern technical equipment, and mobilize relevant forces to organize monitoring, supervision and tracing of the above activities.

On August 8, at Thuy Van Street in Thang Tam Ward, Vung Tau City, the forces coordinated to catch ZZ red-handed using a fake BTS device, placed on a 7-seat car that was constantly moving, to illegally access telecommunications networks and spread advertising and fraudulent messages.

Through the investigation, the authorities initially determined that, taking advantage of the weak security mechanism of the 2G (GSM) network, along with the operating mechanism of terminal devices or mobile phones that always connect to the station with the strongest signal, the subject used fake BTS station equipment with control software that could cover about 2km, interfering with 3G, 4G signals around the BTS stations of network operators. From there, high-power waves were used to spread spam messages and scam messages to users for malicious purposes. When the phone was within the affected range, users could receive fake messages, leading them to access malicious links to steal personal information or trick users into installing dangerous software.

According to the police, the fake BTS station equipment used by the subjects is a new type, high-tech, compact, easy to install and sophisticatedly disguised on cars. At the same time, the subjects also set up the fake BTS station in intermittent on-off mode, frequently moving irregularly through many routes to avoid being detected and arrested by the authorities.
