In order to enhance public transportation, reduce infrastructure pressure, and alleviate traffic congestion, the Department of Construction is reviewing and advising the Provincial People's Committee to submit to the Provincial People's Council for approval a policy on bus development in the province.

According to the report, the province's bus network currently has 23 operating routes, of which 8 are subsidized by the state budget, while the rest operate under a socialized model. The socialized routes are operating relatively well and continue to attract transport businesses. The 8 bus routes subsidized by the state budget are also operating stably, basically serving the essential transportation needs of the people, especially in areas with low population density or low demand for transportation. From 2022 to the present, these routes have completed over 400,000 trips, transporting more than 3 million passengers. This shows that the demand for bus services is gradually recovering and stabilizing.

Mr. Tran Quang Ngoc, Deputy Director of the Department of Construction, stated that the number of private vehicles increases by approximately 15 to 20% annually. Meanwhile, the pace of infrastructure development remains limited, especially in the central area of ​​Nha Trang, leading to frequent traffic congestion, particularly during peak hours. Therefore, the province has consistently strived to develop green and sustainable transportation, focusing on the development of public transport, particularly bus services, to help reduce the density of motorcycles and cars on the road, alleviate congestion on urban routes during peak hours, and improve traffic safety.

In recent years, the budget allocated for public bus transportation has been relatively stable, averaging around 10.5 - 15.5 billion VND per year. Of this, approximately 10 - 12 billion VND per year is allocated to support transportation operations, and 1.5 - 2.5 billion VND per year is allocated to subsidizing fare reductions and exemptions. Building on the results of policy implementation and the local budget balance, the Department of Construction will advise the Provincial People's Committee to submit a proposal to the Provincial People's Council to allocate funds to implement the policy supporting public bus transportation.

According to Mr. Tran Quang Ngoc, the policy aims to implement Clause 4, Article 57 of the 2024 Road Law on supporting public passenger transport by bus and assisting users through fare exemptions and reductions. The policy aims to support both transport companies and bus users, especially those eligible for social welfare programs, vulnerable groups, students, and university students. This contributes to encouraging people to use public transport, reducing the use of private vehicles, ensuring social welfare, and gradually developing an urban transport system towards a green and sustainable direction, in line with the province's development goals.

State-funded bus routes focus on serving essential transportation needs, areas with low population density, disadvantaged areas, or routes with connecting functions but low operational efficiency. The Department of Construction will review and ensure a rational route network, minimizing overlap with privately-run routes, and clearly defining the roles between budget-funded routes and market-based routes to improve the management, operation, and sustainable development of the public passenger transport system in the province.
