500kV Lao Cai-Vinh Yen Transmission Line: Determined to reach the finish line

The 500kV Lao Cai-Vinh Yen line is a national key project with a length of 229km, with a total investment of 7,410 billion VND, passing through 31 communes in Lao Cai and Phu Tho provinces. It is being urgently completed to celebrate the 80th anniversary of National Day on September 2.

After completion, the project will relieve capacity for hydropower plants in mountainous areas of the Northwestern provinces; transfer a large amount of electricity from neighboring countries to Vietnam when electricity demand increases by the end of 2025; contribute to meeting the growth requirements of the economy and ensuring national energy security.

The completion of the 500kV Lao Cai-Vinh Yen line also reassures investors when investing in projects and industrial parks in the Northern provinces such as Thai Nguyen, Bac Ninh , Phu Tho... This is also a key project of the electricity industry to celebrate the 80th anniversary of National Day September 2.

Great effort, great determination

Due to the urgent nature of the Lao Cai-Vinh Yen 500kV transmission line project, units and companies in the electricity industry, from consulting, to surveying, designing, selecting materials, and bidding, must all start implementing it vigorously from the beginning.

According to Mr. Bui Phuong Nam, Director of Power Project Management Board 1: "This is considered a record for the electricity industry when the entire preparation process to the groundbreaking took only 5 months."

The project requires the selection of experienced and reputable contractors from the beginning. Leading enterprises in the construction and electricity industry such as Song Da Joint Stock Company, CT Company 1, Electricity Construction and Installation Company 4... have mobilized a team of highly skilled technicians, good techniques, good physical strength and health... who are qualified to participate in construction in extremely difficult conditions in terms of weather, high and rugged mountainous terrain, making it difficult to transport tens of thousands of tons of steel up the high mountain slopes.

Walking along the 500kV Lao Cai-Vinh Yen transmission line, what the press delegation noted was: The high determination of the construction units, consultants, supervisors, contractors and the Power Project Management Board I.

Engineer Doan Van Cong, Team Leader of Lao Cai 500kV Station, said: The entire unit is on duty at the station with 100% of its personnel; the brothers closely follow the station's installation progress, "working during the day is not enough, so they work at night". Looking at the brothers in the teams, the construction groups of the cutting ladders, support pillars, and compartments to place the switchgear at Lao Cai 500kV Station, everyone is dark, with sweat dripping down their backs and chests... I am even more impressed by their spirit of overcoming the sun and rain.

At column 404, which is under the responsibility of PC 1 contractor, the brothers set up a camp and lived right at the foot of the column. They directly met with the officers and workers on the construction site who had been working day and night on the project since the very beginning, most of whom had not returned home for 2 to 3 months.

Meeting comrade Vo Quang Lam, Deputy General Director of Vietnam Electricity Group, with sweat dripping down his shirt, he said: "In this final stage, the group's leaders have all divided themselves to go to the construction sites, both to encourage and share difficulties with the workers, but also to directly remove obstacles and obstacles hindering the project's progress."

Comrade Vo Quang Lam said: The entire group and construction units are imbued with the Prime Minister's statement: "We have made efforts, we must make more efforts, we have made determination, we must be even more determined" because of a belief promised to the Party, the Government, and the people - determined to complete the Lao Cai-Vinh Yen 500kV transmission line project on the occasion of the 80th anniversary of National Day, September 2.

The whole political system is united and involved.

Immediately after the project was approved by the Prime Minister, before the Lunar New Year, Vietnam Electricity Group proactively developed compensation and site clearance plans. The project management board assigned tasks in accordance with the Prime Minister's spirit of "clear people, clear work, clear products".

A very creative way to implement the 500kV project this time is that the group has established a frontline working group to eat, sleep, and work in communes with hot spots for site clearance and clearance, and to handle problems with local authorities. The group, led by Mr. Truong Huu Thanh, Deputy General Director of the National Power Transmission Corporation, is a special envoy of the Chairman of the Board of Members of Vietnam Electricity Group, to go down to each commune, together with land officials and site clearance officials to quickly handle complaints about the price list.

“Thanks to the flexible, close-to-the-people, grassroots approach, and the maximum application of policies to adequately compensate the people, the site clearance work in Phu Tho province has been carried out quickly and effectively,” shared Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Phu Tho province. He also highly appreciated the working methods and coordination of the group and the local authorities at two levels in Phu Tho province.

It can be said that thanks to the above creative approach, the wind of institutional reform has changed the way of thinking and working to achieve higher and clearer efficiency in land compensation and recovery... Thereby, we have also summarized and drawn experiences to effectively deploy to other fields and other projects in the future.

At the meeting on site clearance for the Lao Cai-Vinh Yen 500kV transmission line project, from the provincial conference center, the provincial chairman and the head of the "special working group" of EVN can directly listen to the opinions and recommendations of the people and the commune level to be able to immediately resolve the people's questions and recommendations.

In the spirit of "think big, do big" and "share difficulties together" of Prime Minister Pham Minh Chinh, all 31 communes with the line passing through in the two provinces of Lao Cai and Phu Tho have promptly handed over the site to the Project Management Board and construction contractors.

Along the power lines, the government and people have shared material things such as: a bowl of porridge at night to compensate for overtime work, or fruit and cold water to compensate for workers. The Central Youth Union, Women's Union, and organizations in the Fatherland Front have all launched emulation campaigns.

Accompanying the 500kV line, working side by side with the officers and workers constructing the line, Phu Tho Provincial Youth Union supported clearing the main road for workers to pull the wire, the Command of Military Region II mobilized nearly 500 officers and soldiers to spread rocks, open roads for construction vehicles and transport supplies and materials to difficult locations due to steep slopes and subsidence.

Effort to reach the finish line

There is not much time left until the energization of the 500kV Lao Cai-Phu Tho line, "there is only one way to stay, stay in the area, mobilize maximum resources, equipment and machinery to speed up the construction progress to be able to bring the project to the finish line on time" - Comrade Dang Hoang An, Party Secretary, Chairman of the Board of Members of Vietnam Electricity Group shared.

In recent days, the entire corporation has been focused on the project. The National Power Transmission Corporation and the Northern Power Corporation have directed their branches and PCs to provide machinery and manpower for the project.

Along the entire length of nearly 230km from the 500kV Lao Cai station to the 500kV Vinh Yen station, the electric poles are high on the mountain slopes and hilltops. Comrade Dang Thanh Binh, Deputy Manager of the 500kV Lao Cai station project, said: "As of August 15, the workload at the transformer station has reached 98%. In the next few days, we will install circuit breakers, conduct experiments and be able to turn on the power on August 19."

On the 500kV line running on the majestic Tam Dao mountain range, there is a row of 48 towering pillars, one after another, facing the Vinh Yen 500kV station. Comrade Ung Vu Thanh, Deputy Director of Song Da 5 Company, said: The contractor's bid package for 48 pillars is nearly 19km long; in particular, the bid package includes 20 pole locations on the Tam Dao mountain range.

Anticipating all the difficulties, when constructing on the hills, the unit has brought in new equipment such as bored pile drilling machines, rock breaking machines, especially the 300-ton super-long and super-heavy bridge crane. Up to now (August 15), the entire route that Song Da 5 Company is constructing has been completed. The remaining work is to adjust the deflection and clearance to wait for acceptance to put the project into use on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Up to now, the project has been under construction for 5 months. The difficult and unpredictable thing is that the weather in the Northwest this year has been quite harsh and unusual. It has been raining continuously since May 11th until now.

But “the scorching sun of Lao Cai and the persistent rain of Yen Bai” cannot stop the persistent and creative labor of more than 2,000 workers at the construction site. The “steel roses” are silently and quietly spreading their fragrance to life, “for the electricity of tomorrow for the Fatherland”.

“Never let the country lack electricity under any circumstances” as Prime Minister Pham Minh Chinh said, they have “overcome the sun, overcome the rain, and not lost to the storm” - “only discuss action, not retreat” - only move forward.
