Mr. Tran Van Hien (Long Xuyen 2 residential area, Nam Phuoc town) came to the Duy Xuyen District Public Administration Center to complete some administrative procedures and was satisfied with the quick and efficient process.
“Thanks to modern information technology infrastructure, citizens find it very convenient to handle procedures at the district office. Through the QR code-based procedure list, I easily found out the necessary documents for business registration, so I prepared the documents properly, and the relevant officials processed them immediately. In addition, paying fees and charges via bank account is also very convenient,” Mr. Hien shared.
Recognizing digital transformation as an inevitable trend, a central and continuous task, and placing the people at the center and as the main actors, Duy Xuyen district is promoting the application of information technology and investing in technological infrastructure.
According to Mr. Nguyen The Duc, Vice Chairman of the Duy Xuyen District People's Committee, from the beginning of the year, the government from the district level to the grassroots has organized the dissemination of digital transformation programs from higher-level departments and the District Party Committee to the team of officials, civil servants, and employees.

Based on that, agencies, units, and localities have concretized it with comprehensive digital transformation plans. At weekly briefings and regular People's Committee meetings, the task of digital transformation is implemented and urged to be carried out.
From the beginning of 2023 until now, Duy Xuyen district has broadcast hundreds of radio news bulletins on the topic of "Digital Transformation and Administrative Reform" to all local radio stations.
The district's Intelligent Operations Center (IOC) has been invested in and is operating effectively with 6 components across various fields. Simultaneously, the Duy Xuyen district government has invested over 11.5 billion VND in information and telecommunications infrastructure to support digital transformation. As a result, businesses and citizens can easily access necessary administrative procedures.
Improve service quality
Based on the local situation, agencies and units in Duy Xuyen district are focusing on implementing various solutions to achieve goals and targets in the fields of digital government, digital economy , and digital society.

To date, all agencies, units, and the People's Committees of 14 communes and towns maintain the exploitation and use of the functions of managing work files and digitally signing outgoing documents on the e-government system, the electronic copy authentication software, and the electronic land transaction management software.
Schools are implementing software to manage educational activity records, lesson plans, school digital signatures, and digital signatures for administrators, teachers, and librarians.
The district's Public Administration Center continues to implement administrative procedures according to the "5-step process in an electronic environment," including: receiving, appraising, approving, stamping - digitally signing, and returning results; providing 252 online public services out of a total of 280 administrative procedures under the district's authority on the provincial public service portal, achieving a rate of 90%.
The rate of digitizing input documents reached 100%, and the rate of digitizing resolution results also reached 100%. One of the highlights of Duy Xuyen's digital transformation is the development of e-commerce; all OCOP products in the district use barcodes, QR code labels, etc.

Recognizing the importance of Government Project No. 06, the Duy Xuyen District Police have actively advised the District People's Committee to focus on leading and directing the decisive, synchronized, and flexible implementation of solutions to mobilize the entire political system to effectively carry out this project.
According to statistics, by the end of 2023, Duy Xuyen completed the updating and cleaning of population data as well as the target for receiving and issuing citizen identification cards. In addition, the district implemented 25/25 essential public services synchronously and effectively according to Project No. 06. The results of receiving and activating electronic identification accounts at levels 1 and 2 both reached over 95%.
