Speaking before a meeting of EU interior ministers in Brussels, Belgium, Johansson referred to the December 2 knife attack in Paris, France, which killed a German tourist and injured two others.
The attacker reportedly pledged allegiance to the self-proclaimed Islamic State (IS) and expressed grief over the deaths of Muslims, particularly in the Palestinian territories. He had previously been under close surveillance due to mental health issues.
The EU Home Affairs Commissioner stressed that the war between Israel and Hamas is causing social polarization and, with the upcoming holidays, the risk of terrorist attacks is very high in the Union.
The official also announced that the EU would provide an additional 30 million euros (approximately $32.4 million) to "protect religious sites".
Meanwhile, German Interior Minister Nancy Faeser said the December 2nd attacks in Paris showed that the EU is facing terrorism.
