EU launches anti-dumping investigation into cold-rolled steel coils.

The Trade Remedies Department of the Ministry of Industry and Trade announced today that the European Union (EU) has initiated an anti-dumping investigation into cold-rolled steel coil products.

The European Commission (EC) has issued a notice initiating an anti-dumping investigation into certain cold-rolled steel coil products originating from India, Japan, Taiwan (China), Turkey, and Vietnam imported into the EU. The petitioner is the European Steel Association (EUROFER).

The goods under investigation are cold-rolled steel coils (excluding stainless steel, galvanized steel, and color-coated steel). The dumping investigation period is from July 1, 2024, to June 30, 2025. The injury investigation period is from January 1, 2022, to June 30, 2025.

The investigation will conclude within one year, and may be extended but not exceeding 14 months from the date of issuance of the initiation notice.

In its initiation notice, the EC provided details relating to the requesting party, the goods under investigation, the alleged dumping, injury and causal relationship, allegations of interference with input prices, the investigation procedure and related deadlines, provisions on the rights and obligations of interested parties, and guidance on procedures for uploading and posting documents on the EC's TRON electronic system.

The Trade Remedies Department recommends that the Vietnam Steel Association and businesses producing and exporting goods under investigation carefully study the accompanying documents, cooperate fully and comprehensively with the EC to provide information and documents in the correct format and within the prescribed timeframe, and regularly coordinate and provide information to receive timely support from the Trade Remedies Department.
