According to the plan, December 19th will see the groundbreaking and inauguration ceremonies for many key projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam. Information from the Ministry of Construction indicates that a total of 245 projects are eligible to be held on this occasion, including 155 groundbreaking ceremonies and 90 inauguration ceremonies, with a total investment exceeding 1,345 trillion VND.

In the list of projects being implemented, the energy sector continues to be a highlight, with a series of power generation and grid infrastructure projects being added to the list of commencement and inauguration. EVN alone plans to implement 18 projects, including 9 new projects and 9 projects to be completed and put into operation.

Notably, three large-scale power generation projects will officially commence construction on this occasion, including the Quang Trach 2 power plant, the Huong Phung 1 wind power plant, and the Cong Hai 1 wind power plant (phase 2).

The Huong Phung 1 wind power plant, with a total investment of VND 1,089 billion, is being implemented to supplement clean energy sources for the national power grid and meet the increasing electricity demand in Quang Tri province. The project is expected to create a foundation for promoting wind power development in the Central region, in line with the sustainable energy transition orientation of the Government, the Ministry of Industry and Trade, and EVN.

Similarly, the Cong Hai 1 wind power plant, phase 2, with a total investment of 905 billion VND, will contribute to increasing the renewable energy source for the national power system, serving the electricity consumption needs in the Ninh Thuan area (now part of Khanh Hoa province). The continued implementation of the project demonstrates a priority on developing clean energy and gradually reducing dependence on traditional fossil fuels.

The Quang Trach 2 power plant is a large-scale project with a capacity of 1,500 MW, comprising two generating units, and a total investment of approximately VND 52,490 billion. It utilizes modern combined-cycle gas turbine technology. This is a key LNG thermal power project, prioritized for investment under the revised Power Development Plan VIII.

Previously, the project was approved to use coal as fuel, but the Government has approved a conversion to LNG to align with the spirit of Resolution No. 55-NQ/TW, which emphasizes the need to reduce the proportion of coal-fired power, limit emissions, and protect the environment.

According to the planned schedule, Unit 1 of the Quang Trach II LNG Thermal Power Plant will begin generating electricity in Q4/2028, Unit 2 in Q1/2029, and the entire project will be completed in 2030. Once operational, the plant is expected to supply approximately 9 billion kWh of electricity annually, contributing to improved reliability, voltage quality, and ensuring the security of electricity supply for the national power grid.

Alongside power generation projects, EVN is also implementing many important power grid projects such as the Phu Quoc 220 kV Substation, the Hong Ngu 220 kV Substation, and the project to upgrade the capacity of the Thanh My 500 kV Substation… in order to enhance transmission capacity, relieve power congestion, and improve the stability of the power system.

Notably, the project to supply electricity to An Son - Nam Du island, with a total investment of VND 1,432 billion, will be launched, aiming to ensure a safe and continuous power supply for the island commune. In addition, the project to supply electricity from the national grid to the former Con Dao district, with a total investment of VND 4,923 billion, will officially be put into operation, contributing to stabilizing the power supply and strengthening the security and sovereignty of the islands.

On this occasion, the Hoa Binh Hydropower Plant Expansion will also be fully inaugurated, after Unit 1 has been generating electricity since August. When fully operational, the project will enhance peak power generation capacity, effectively utilize excess water released during the flood season, and thereby increase the operational efficiency of the national power system.

In addition, many other substations and transmission lines across the country are also ready for inauguration, contributing to the completion of a synchronized and modern power infrastructure network.

In addition to projects implemented by EVN, this occasion also witnessed the active participation of non-state investors in the energy sector, with many large-scale power projects being started and inaugurated.

In Ha Tinh province, two wind power projects with a total investment of nearly 40,000 billion VND will officially commence construction. Specifically, the Eco Wind Ky Anh wind power plant project has a total investment of 22,647 billion VND, a capacity of nearly 500 MW, and is expected to produce more than 1,322 GWh of electricity per year. In addition, the Ky Anh wind power plant project has a capacity of 400 MW, an output of approximately 1,053.3 GWh/year, with a total investment of 17,051 billion VND. Both projects are invested by VinEnergo Energy Joint Stock Company - a member of Vingroup, contributing to the large-scale replenishment of renewable energy for the national power system.

In Can Tho, ST2 Energy Joint Stock Company and Xuan Cau Joint Stock Company will also commence construction of Wind Power Plant No. 7, Phase 2, with a designed capacity of 90 MW. The project has a total investment of VND 3,728 billion, further expanding clean energy sources for the Mekong Delta region.
