This was the statement made by Mr. Do Thanh Binh, Secretary of the Kien Giang Provincial Party Committee, at a working session between the Kien Giang Provincial Party Committee and People's Committee delegation and the Southern Power Corporation (EVNSPC) on the electricity supply situation and investment in the construction of power projects in the province, held on the afternoon of October 26th in Ho Chi Minh City.

Resolving difficulties and obstacles in compensation and land clearance for ongoing power projects was the focus of discussions between EVNSPC and Kien Giang province at the working session.

Reporting at the meeting, EVNSPC Deputy General Director Doan Duc Hung stated that in the past period, EVNSPC has ensured the safe and reliable supply of electricity to serve socio -economic development and the daily needs of the people in Kien Giang province.

To date, 100% of communes/wards/towns in the province have electricity; 99.73% of rural households have electricity. Currently, there are still 3 island communes without access to the national power grid: An Son, Nam Du, and Tho Chu (using local diesel and renewable energy sources).

In the first nine months of 2024, the total commercial electricity output of Kien Giang province reached 2,436.9 million kWh, an increase of 9.43% compared to the same period last year. In Phu Quoc city alone, the total electricity consumption in the first nine months of 2024 was 552.97 million kWh, 10.85% higher than the same period last year. According to forecasts, the average annual load growth rate of Phu Quoc city for the period 2026-2030 is 10%.

From 2014 to the present, EVNSPC has invested in the construction of many power grid projects in the province with a total investment of over 7,600 billion VND; of which 5,031 billion VND was invested in the 220kV - 110kV power grid and 2,569 billion VND in the medium and low voltage power grid.

In particular, during the period 2015-2023, EVNSPC invested in and put into operation many important power projects such as: the 220kV Kien Binh - Phu Quoc transmission line, the 110kV Ha Tien - Tinh Bien transmission line, the 110kV Vinh Thuan - An Xuyen transmission line, and projects to bring the national power grid to island communes of Kien Giang province such as Hon Tre, Lai Son, Hon Nghe, Son Hai, Tien Hai, etc., contributing to ensuring stable and continuous power supply for the socio-economic development of Kien Giang province in general and Phu Quoc city in particular, in accordance with the tasks assigned to the power sector by the Party and the State.

There are still many obstacles in compensation and land clearance.

Currently, in Kien Giang province, EVNSPC is investing in 14 220/110kV power grid projects with a total investment of 3,880 billion VND; and medium and low voltage power grid projects with a total investment of 1,100 billion VND.

Although the electricity sector has always received attention, guidance, and support from the Provincial Party Committee, the People's Committee, and the departments, agencies, and localities of Kien Giang province, many projects still face difficulties and obstacles in compensation and land clearance, especially in Phu Quoc city.

Specifically, the Phu Quoc - South Phu Quoc 110kV transmission line project was planned to be energized in 2024, but currently only 35 out of 79 tower locations have had their land handed over, leaving 44 locations without land; the Phu Quoc - North Phu Quoc 110kV transmission line project was planned to be energized in 2024 (the North Phu Quoc 110kV substation has been completed but the power connection line is not yet available), but currently only 7 out of 72 tower locations have had their land handed over, leaving 65 locations without land; the Phu Quoc 220kV substation project was planned to start construction in the fourth quarter of 2024 but currently still lacks land for the substation.

EVNSPC Chairman Le Van Trang suggested that Kien Giang province continue to pay more attention and be more decisive in the compensation and land clearance work for power projects in the area.

In other districts/cities of Kien Giang province, there are 6 projects also facing difficulties and obstacles. Of these, 4 projects are experiencing difficulties in compensation and land clearance, including: the An Xuyen - Vinh Thuan 110kV power line project; the Tinh Bien - Ha Tien 110kV power line project; the phase separation project for the 110kV power line from 171 Minh Phong to 171 An Bien; and the Vinh Thuan - Go Quao 110kV power line project.

In addition, there are two projects that have not yet received investment approval and investor approval, including the Rach Gia 2 – Vinh Quang 110kV transmission line project; and the Thanh Loc Industrial Park 110kV substation and the NR 110kV transmission line connecting to the Thanh Loc 110kV substation.

EVNSPC and Kien Giang province discussed the investment plan for the project to supply electricity to Nam Du and An Son island communes in Kien Hai district via the national grid. The aim is to provide stable and continuous electricity to these island communes; ensure national defense and security, maintain national sovereignty in the island and maritime areas; and improve the lives of the people and border guards and coast guard forces on the islands.

During the meeting, leaders from the Departments of Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development; leaders from Phu Quoc City, Phu Quoc National Park, etc., also discussed in detail the difficulties and obstacles, as well as solutions, facing the power projects.

On behalf of the staff and employees of EVNSPC, Mr. Le Van Trang - Chairman of the Board of Directors of EVNSPC - expressed gratitude to the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee of Kien Giang province, and the departments, agencies, and localities in the province for their attention, assistance, and support in creating favorable conditions for EVNSPC to successfully fulfill its nhiệm vụ of providing electricity and implementing investment in power grid projects in the area.

Recognizing the principle of "electricity leading the way," EVNSPC has proactively allocated resources and implemented numerous power projects over the years to meet the province's high load growth rate, especially in Phu Quoc city.

In order to accelerate the progress of projects, since the beginning of the year, EVNSPC leaders and employees have been working even on holidays; EVNSPC leaders and members of its member units have been regularly present at the construction sites, working with leaders at all levels to resolve difficulties and obstacles.

However, to date, many projects are still facing obstacles in compensation and land clearance; including long-standing issues that have not been definitively resolved, affecting project progress as well as electricity supply in the area, EVNSPC Chairman Le Van Trang emphasized.

EVNSPC hopes that the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Kien Giang will continue to direct the relevant departments, agencies, and local authorities at all levels in the province to take more decisive action and promptly resolve difficulties and obstacles of projects, especially those ensuring electricity supply to Phu Quoc city, contributing to ensuring electricity supply for socio-economic development and maintaining national security and defense in Kien Giang province, EVNSPC leaders proposed.

Concluding the meeting, Mr. Do Thanh Binh, Secretary of the Kien Giang Provincial Party Committee, thanked EVNSPC in particular and the electricity sector in general for their continuous support and significant contributions to the development of Kien Giang province over the years.

Looking back 10 years ago, Kien Giang province faced many difficulties. However, with determination and sound policies in investing in infrastructure development ("electricity, roads, schools, and health stations"), with electricity being the leading sector, Kien Giang has now achieved remarkable development, Mr. Do Thanh Binh affirmed, and expressed his hope that EVNSPC will continue to pay attention to and accompany Kien Giang province on its path of development.

Regarding the obstacles in compensation and land clearance for power projects, the Secretary of the Kien Giang Provincial Party Committee emphasized the need for determined efforts to resolve them. For each project, it is necessary to clearly define the responsibilities of each agency, unit, and sector; and at the same time, set timelines and closely monitor implementation.

Mr. Do Thanh Binh also suggested that EVNSPC and relevant departments and agencies need to coordinate more closely in resolving obstacles to accelerate the progress of power projects.

Regarding the project to supply electricity from the national grid to the island communes of Nam Du and An Son, the leaders of Kien Giang province affirmed that they will coordinate with EVNSPC to report to the competent authorities for early implementation of the project.
