100% of customers living in Phu Quoc special economic zone have had power restored.

(Chinhphu.vn) - As of the morning of December 3, 100% of customers living in Phu Quoc special economic zone had their electricity restored after the incident of the 110kV underground cable Ha Tien - Phu Quoc, including about 6,100 customers in the North Phu Quoc area receiving alternating power supply.

Maximize diesel power supply to customers

According to An Giang Electricity Company (PCAG), Phu Quoc special zone is currently supplied with electricity from two sources: 110kV line 173 Ha Tien - 172 Phu Quoc (with 110kV underground cable section Ha Tien - Phu Quoc) supplying electricity to 110kV Phu Quoc transformer station and 220kV line Kien Binh - Phu Quoc is operating to supply 110kV voltage to 110kV South Phu Quoc transformer station. Because these two sources have not been connected in a loop, when an underground cable incident occurs, it has greatly affected the power supply.

After the incident on the 110kV Ha Tien - Phu Quoc underground cable line occurred at 1:15 p.m. on November 29, 2025, at 3:00 p.m. on the same day, PCAG performed the operations of transferring part of the load from the 110kV Phu Quoc transformer station to receive electricity from the 110kV Nam Phu Quoc transformer station via the 22kV line to restore power supply to the people.

In addition, PCAG has mobilized large customers with self-powered generators (300 customer stations) to utilize the remaining capacity to serve households; implemented the layoff of specialized customer loads, prioritizing power supply to important loads such as: administrative centers, hospitals, fire prevention and fighting, telecommunications centers, water supply, night markets, areas serving the construction of Phu Quoc international airport and household loads; implemented rotating power outages between transmission lines to ensure serving the most customers, meeting the essential needs of the people.

To provide maximum power to customers, the Southern Power Corporation (EVNSPC) has also mobilized all mobile diesel generators from its affiliated Power Companies to Phu Quoc to increase power supply. The total number of generators mobilized so far is 20, with a generating capacity of about 3.5MW. These diesel generators are ready to supply power alternately to public transformer stations far from the source to improve voltage. To date, all residential and residential customers have been supplied with power, including about 6,100 customers in the North Phu Quoc area receiving power alternately.

Along with coordinating with relevant units to handle underground cable incidents, in order to ensure stable power supply for Phu Quoc, EVNSPC has directed PCAG to urgently coordinate with relevant local departments, branches and sectors to deploy temporary construction of an overhead line, with about 05 pillars (counting from the existing underground cable connection pillar to the shore) to the incident location. Currently, materials, machinery and equipment have been gathered at the scene, and construction forces are also urgently deploying the construction of this overhead line.

At the online meeting to listen to the report on overcoming the power outage in Phu Quoc special economic zone on December 1, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung acknowledged and highly appreciated the efforts of PCAG and related units in recent days in ensuring power supply for priority loads and people's daily life.

Mr. Mung added that fixing the 110kV submarine cable problem is complicated and takes a lot of time and resources to handle. Therefore, the leaders of the Provincial People's Committee have directed the Department of Construction and the Department of Industry and Trade to coordinate with relevant units to urgently fix the problem and restore normal power supply to Phu Quoc special zone; create all favorable conditions and necessary equipment for PCAG in the process of fixing the 110kV submarine cable Ha Tien - Phu Quoc.

Need to quickly resolve difficulties in power grid projects on Phu Quoc Island

To overcome the situation where the two power lines for Phu Quoc special economic zone have not been connected in a loop, the Southern Power Corporation has deployed the projects of 110kV Phu Quoc - North Phu Quoc Line, 110kV Phu Quoc - South Phu Quoc Line, and 220kV Phu Quoc Substation. However, in the past, these projects have encountered many difficulties in compensation and site clearance, which has affected the plan and solution for power supply for the special economic zone, such as the incident of the 110kV Ha Tien - Phu Quoc underground cable line.

To ensure safe and reliable power supply with N-1 backup, especially when Phu Quoc will host the APEC conference in 2027, it is necessary to have the strong cooperation and participation of local Departments, Boards, Branches and related units to jointly remove difficulties, speed up site clearance work, and put the above projects into operation soon.

At 1:15 p.m. on November 29, 2025, an incident occurred on the 110kV line 173 Ha Tien - 172 Phu Quoc, causing a power outage at the 110kV Phu Quoc substation, affecting the power supply to Phu Quoc special economic zone.

According to initial records of local authorities, Thuan Thanh KG Construction Design Consulting Co., Ltd. is constructing pile driving for the underground 110kV Ha Tien - Phu Quoc cable line on the Ha Tien coast. The pile driving for the underground 110kV cable line is the cause of the incident in the 110kV underground cable section supplying power to Phu Quoc special zone.
