
At the press conference, Deputy Head of the Office of the President Can Dinh Tai announced Decision No. 751/QD-CTN dated May 26, 2026, of the President on the amnesty in 2026.
Accordingly, the President decided to grant amnesty to 9,950 prisoners currently serving sentences who meet the eligibility criteria.
The decision also clarifies the conditions for being considered for amnesty, including that those serving fixed-term prison sentences, and those sentenced to life imprisonment whose sentences have been reduced to fixed-term sentences, must have shown significant progress, a good attitude towards rehabilitation, and be classified as having fairly good or excellent conduct during their imprisonment according to the provisions of the law on the execution of criminal sentences...
This event holds profound political , legal, and humanitarian significance, demonstrating the strictness of the law and the humane traditions of the nation; it is a vivid manifestation of Vietnam's socialist rule of law state, which places people at its center, resolutely protecting the rule of law while creating opportunities for those who have truly repented to reintegrate and contribute to society.

The Deputy Head of the Office of the President also informed that, in practice, the amnesty policy has yielded positive results. The majority of those granted amnesty quickly stabilized their lives, actively engaged in production, complied well with the law, and became new citizens; thereby affirming the effectiveness of the work of educating and rehabilitating prisoners, and simultaneously strengthening social confidence in the humanistic values of Vietnamese law.
Under the direct leadership and guidance of the Party and State leaders and the Clemency Advisory Council, ministries, departments, localities, and detention facilities have seriously, objectively, openly, transparently, and in accordance with the law.
