
At the press conference, Deputy Head of the Office of the President Can Dinh Tai announced Decision No. 751/QD-CTN dated May 26, 2026, of the President on the amnesty in 2026. Specifically, the President decided to grant amnesty to 9,950 prisoners currently serving sentences who meet the eligibility criteria.
Mr. Can Dinh Tai stated that this event has profound political , legal, and humanitarian significance, demonstrating the strictness of the law and the humane traditions of the nation; it is a vivid manifestation of Vietnam's socialist rule of law state, which places people at its center, resolutely protecting the rule of law while creating opportunities for those who have truly repented to reintegrate and contribute to society.
Over the years, the Party and the State have consistently maintained the view that all violations of the law must be dealt with strictly, but the ultimate goal of justice is not only punishment but also education , rehabilitation, and restoration of good human values.
The Deputy Head of the Office of the President pointed out that the practical experience of recent years shows that the amnesty policy has yielded positive results. The majority of those granted amnesty have quickly stabilized their lives, actively engaged in production, complied well with the law, and become new citizens; thereby affirming the effectiveness of the work of educating and rehabilitating prisoners, and at the same time strengthening social confidence in the humanistic values of Vietnamese law.

"The implementation of the 2026 amnesty further affirms the consistent message of the Party and the State: No one is left behind if they are truly determined to correct their mistakes and strive to improve themselves through their own will," said the Deputy Head of the Office of the President.
Under the direct leadership and guidance of the Party and State leaders and the Clemency Advisory Council, ministries, departments, localities, and detention facilities have seriously, objectively, openly, transparently, and in accordance with the law. The Deputy Head of the Office of the President affirmed that all dossiers have been rigorously reviewed to ensure accuracy and fairness.
"This is not only a joy for those granted amnesty and their families, but also a testament to the effectiveness of humane criminal policy and the persistent efforts of the forces involved in managing, educating, and rehabilitating prisoners," said Mr. Can Dinh Tai.
